00:00More than 70% of the House of Representatives signed the impeachment complaint against Vice President Sara Duterte.
00:07And even in Mindanao, where Duterte's mansion is located, most of the congressmen signed the complaint.
00:14Witness, Tina Pangilinan-Perez.
00:20101 congressmen were charged with disorder, including 25 from Metro Manila.
00:2614 were charged by Visayas, 41 were charged by Mindanao, and 33 were charged by PartyList.
00:33That's what made up the 215 congressmen who signed the impeachment complaint against Vice President Sara Duterte.
00:41More than 70% of the House of Representatives signed the complaint against Vice President Sara Duterte.
00:47And even in Mindanao, where Duterte's mansion is located, most of the congressmen signed the complaint against Vice President Sara Duterte.
00:56But in Davao, where Vice President Duterte came from, only one person was charged with supporting the impeachment.
01:03Gate of Manila Rep. Joel Chua, who is one of the founding members of the prosecution panel of the House of Representatives in the impeachment trial,
01:11is not desperate, is not politically motivated, and is not in a hurry.
01:17What the Vice President is saying is clear, that the congressman is Duterte.
01:22It is in the rules that the impeachment complaint can be directed to the Senate if one-third of the congressmen endorse it.
01:30This is part of the process. This is part of the law.
01:34That's why I don't see anything wrong with this.
01:37In fact, this is what our countrymen are asking for.
01:41This went through a thorough investigation.
01:45We've heard these statements from Congressman Pulong before.
01:49I just see his reaction to that.
01:53But he's by Pulong Duterte about Sara Duterte.
01:58So, not exactly surprised.
02:01The Congress has now taken a break for the campaign in the election of 2025.
02:05But the preparation of 11 congressmen who will be the impeachment prosecutors continues.
02:11This includes the formation of a chamber of impeachment secretaries who will help the impeachment prosecutors
02:18and the formation of an information campaign so that the accusations against Vice President Sara Duterte can be made clear to the public.
02:27The impeachment trial will start in June, according to Senate President Chis Espodero.
02:33The Senate is a continuing body. The House of Representatives is not.
02:37If ever we have a new composition of the 20th Congress, then I think they will just elect a new set of prosecutors, if ever.
02:44It does not stop the process.
02:47Elimination of the position and lifelong disqualification is the maximum punishment for those who will be convicted in the impeachment trial.
02:56But according to Retired Supreme Court Associate Justice Adolfo Azguna,
03:00who is one of the authors of the 1987 Constitution, the sentence can be lower.
03:07There are instances where they also decide to impose, in case of conviction, justice censure.
03:14Yes, it will still remain in place, notwithstanding the censure or reprimand, because it is short of removal.
03:23So, the Senate has a leeway, in case of conviction.
03:28Until the former Integrated Bar of the Philippines, or IPP President, Domingo Cayosa,
03:34the impeached official can still file criminal cases after the impeachment.
03:40If a high-level official is impeached and removed from office,
03:44it does not preclude the filing of criminal charges against that public official after the impeachment.
04:00I believe the President has the power, the pardoning power, even in case of impeachment.
04:08The Constitution is silent on that.
04:11No, there's no pardon, because it's an admin case, not a criminal case.
