23:17I do believe that it is being done in other countries, in other cities.
23:21But it is being done if the mode of transportation is good, if our private motorists have a good alternative,
23:31so they have a reason not to use their vehicles.
23:35They will go to public transport that is very convenient when that time comes.
23:41Maybe they can avoid that problem because we are giving our motorists a good option for them to have a reason not to use their cars
23:51and then for the government or agencies to impose some kind of a fee.
23:55But that is one thing that needs to be studied and a lot more needs to be included and given to our motorists before those things can be implemented.
