00:00It seems that Article 14 does not exist in Jharkhand, and here influential people, political elites, power elites, have different laws for them and different laws for the common man.
00:14You all must have guessed, because the media has been raising this issue for quite some time now.
00:21There is an IAS officer in Jharkhand, Mr. Rajiv Ranjan, who has made three birth certificates for his son.
00:28Today, all three birth certificates are in front of us, and I will tell you why we are doing this press conference in a while.
00:34The first birth certificate states that his son's date of birth is 13th October 2013.
00:41The second certificate states that his son's date of birth is 13th October 2015.
00:46The third birth certificate states that his son's date of birth is 10th October 2017.
00:52Rajiv Ranjan's signature is on the birth certificate, and his father's website is called IAS Officer.
00:57Now, when we raised this issue, and said that how can a person's birth certificate be made for three birth certificates,
01:05the government has issued a press note, and the government has clarified this.
01:09The government has said that in some newspapers, it is being said that Rajiv Ranjan's son has more than one birth certificate.
01:17In this regard, it is to be said that on the official website portal of Jan Nitya Nibandhan,
01:21only one birth certificate of his son is inscribed, and the other is denied.
01:29That is, the government has accepted that his son has one valid certificate, and all other certificates are invalid and illegal.
01:39Now, I will present to you the question marks on this.
01:44The first question is, which birth certificate has been considered valid by the Municipality?
01:50Is it 2013, 2015, or 2017?
01:56If it is 2013, then it means that 15-17 birth certificates were applied illegally.
02:02But if it is 2013, then it means that before the birth of the son, his certificate has been issued by the Municipality,
02:11which raises a very serious question.
02:14Especially, if you go to a Nigam or a Parishad on the next day,
02:19you will meet the parents there and say that the school is asking for a certificate,
02:23and the certificate is not being issued.
02:25The Municipality officials are making them run, the certificate is not being issued,
02:28and maybe the school has not even been admitted.
02:31We are raising this question.
02:33Question number two, according to the rule of the Municipality,
02:37if a person's birth certificate is not issued within 21 days or within 30 days,
02:43if they apply after a year, then they have to give a pledge, an affidavit.
02:50It is absolutely clear that these IAS officials must have filed an affidavit in the Municipality,
02:55then a birth certificate has been issued.
02:58Affidavit means to take a legal oath,
03:04and whenever an affidavit is asked, whether you take a birth certificate,
03:08you take an arms license, you take a contactor's license,
03:11if you are filing an affidavit to get a birth certificate,
03:14it clearly means that you are saying that I am giving a sign in the stamp paper and saying that whatever I am saying is correct,
03:21and if I have written something wrong, then a case should be filed against me.
03:26That is, to file an affidavit,
03:29has the government filed an IPC section 420 or BNS section 366 case on the IAS officer or not?
03:40This is the second question.
03:42The third important question is that the Municipality official who issued these certificates,
03:48the Municipality official who authenticated in the passport that these certificates are correct,
03:56has the case of forgery been filed against that Municipality official or not?
04:02After this, the most important question is that the IAS officer who is being discussed,
04:09he is holding a very important post in the finance secretary.
04:13He has a very important post in the finance department.
04:16Such a person is looking after the entire finance of Jharkhand.
04:21The person who has made such a big forgery,
04:25we are asking that the Hemant Soren government or the department or the principal secretary,
04:32why has not taken any disciplinary action yet?
04:36And we ask for disciplinary action.
04:39After saying all this, we will take back our demands.
04:44We have no problem.
04:46If the Jharkhand government issues a notification and says that
04:51there will be a separate law for the IAS officers or senior officers in Jharkhand,
04:57there will be a separate law for the common man,
04:59then we will take back our demand.
05:01The Municipality official who keeps threatening to break the house,
05:06did not pay the holding tax, will get a FIA.
05:09The Municipality official who is troubling the common man,
05:12the government who is troubling the common man,
05:16why is this not acceptable in front of an IAS officer?
05:20Is this a rule in Jharkhand that if you make 3-4 fake certificates
05:25and when you are caught, you just have to say that one is valid,
05:29the rest can be invalidated?
