00:00Some senators have already returned their signatures to the Committee Report of the controversial Senate Bill 1979
00:07or the Prevention of Adolescent Pregnancy Act of 2023.
00:11This is Daniel Manalastas live. Daniel?
00:18Audrey, the senators are explaining their return of signatures to the Committee Report of the Senate Bill 1979.
00:31The senators are explaining their return of signatures to the Committee Report of the controversial Senate Bill 1979
00:40or the Prevention of Adolescent Pregnancy Act of 2023.
00:44It is stated in the letter that was sent to Senate President Francis Escudero
00:48that according to the comments and concerns about the bill, they are asking for a return of their signatures.
00:53The senators also stated that the prevention of adolescent pregnancy is an issue that needs to be addressed immediately.
01:00Some of those who withdrew their signatures are Senators JV Ejercito, Sinchavillar, Nancy Binay, and Bongo.
01:06Many are calling for a further review before we pass the bill.
01:10Of course, we heard the clamor of our fellow citizens.
01:14Even the President raised certain issues against the bill.
01:20The bill has not yet reached the President.
01:23He has a pronouncement that he will veto.
01:25So why would we produce a committee report when we already know that the President will veto it?
01:32Senator Sinchavillar said that he recognizes the valid concerns in the bill.
01:37These concerns are valid and remind senators to be sensitive and careful in their work in the legislature.
01:45Another person who withdrew from the bill is Senate President Pro Tempore Gingoy Estrada.
01:50It is stated that it is based on international standards.
01:54So when I asked my staff, what are these international standards?
01:59I did some research at WHO and UNESCO that can teach children how to masturbate.
02:08Of course, I do not agree with it.
02:12I do not agree with it.
02:14Senator Bong Revilla also withdrew from the committee report of Senate Bill 1979.
02:19He said,
02:21As long as you are hopeful, we always think about what is good for us, especially for the youth.
02:28According to Senator Bong Go, he is not in favor of any bill that will destroy the importance of family and loyalty to the faith of our fellow citizens.
02:39Senator Risa Honteveros also withdrew from the plenary to express her sentiments following the reconciliation of her fellow citizens with the bill.
02:47She said that she will eat a substitute bill to address these concerns.
02:51In the midst of all of this, I have sought to address the fundamental objections raised.
02:59We have already removed the phrase, guided by international standards.
03:05Because of the concerns raised by some, we have limited the CSE to adolescents or 10 years old and above.
03:17But Senator Aimee Marcos thinks that it is not yet time to withdraw from the bill.
03:22In the interpellation, my version is clear about teenage pregnancy.
03:28It is clear that it should be included in our culture and the age of the child.
03:36Meanwhile, Audrey Bago-Jomere, Senator Loren Legarda also withdrew her signature from the committee report of Senate Bill 1979.
03:45After the press conference of Senate President Francis Escudero,
03:50he answered some important issues concerning the 2025 National Budget,
03:57particularly the controversial Bicameral Conference Committee Report.
04:01Here is his statement.
04:05As the election is near, the color of politics is too bright for now.
04:10And maybe in the next few days, let us not be surprised by additional stories, attacks, or insults like this.
04:19Because it seems that they have already drawn a line on the sand.
04:23Who is on the left, who is on the right, who is on the red, and who is on the white.
04:28It is not right to accuse someone with a blank check that was given by the Congress.
04:32It is wrong. Because it is a lie and it is not true.
04:35And even if it is a blank check, it cannot be released by the DBM.
04:40It cannot be released by the National Treasury.
04:43If there is a typographical error in the enrolled bill,
04:47let's say there is a blank line that says Project ABCDE or Calle or Road ABCDE,
04:54there is no amount, it cannot be released.
04:56The amount is written by anyone.
04:59It does not need to be declared unconstitutional.
05:02It will be considered as an error.
05:04And it cannot be released.
05:06If they want to take advantage of the time to file a case in court,
05:11they are free to do so.
05:15That was the latest update from the Senate.
05:20Thank you very much, Daniel Manalastas.
