00:00The lower house lifts its contempt order against a former PDEA chief.

00:10The House Quad Committee is now eyeing to summon Bureau of Customs Commissioner Bienvenido Rubio

00:15to their hearings. During the fourth public hearing of the Quadcom, one of the issues

00:19raised was the tariff system or alleged bribery in the agency. Lawmakers expressed dismay over

00:25the denial by a BOC representative regarding this matter, especially as it was revealed

00:30that the government loses around P27 billion because of it.

00:55Considering that a certain Mr. Taguba is saying that there is a tariff system

01:05and he has experienced it, Your Honor. As a lawyer, Your Honor, may I just suggest, Your Honor,

01:11that a proper complaint affidavit identifying the specific circumstances on which he

01:19actually paid tariff and identifying the, Your Honor, please, with due respect,

01:26the persons or individuals involved so that the proper, appropriate administrative or criminal

01:34action can be undertaken, Your Honor, please. The tariff system was raised during the hearing

01:40as it is being seen as the reason why billions of pesos worth of methamphetamine entered the

01:45country in 2017. During the appearance of former BOC chief Nicanor Faildon, he was questioned why

01:51the importer of the shipment was not apprehended. You caught the shabu but you did not catch the

01:59importer. And today I am asking you, who is the importer? It is not enough that you apprehended

02:08the shabu. You should have arrested the people responsible for the shipment of shabu as well.

02:16The importer, ma'am, is a company that is EMT. Yes, ma'am. And the registered owner is

02:27Irene May Tatad. Prior to this, the Quad Committee had lifted the contempt order imposed on former

02:33PDA chief Wilkins Villanueva. But in contrary, another resource person, Police Colonel Hector

02:39Grijaldo, was slapped with another contempt citation for his refusal to answer relevant

02:44questions. He will be transferred to QCPD Station 6. Melalez Moras from the National TV Network

02:51for a new and better Philippines.
