01:03Mr. President, peacekeeping operations remain a cornerstone of the United Nations efforts
01:09to promote international peace and security.
01:12Nowhere is this more important than in today's Middle East.
01:18The mandates of UNIDOF and UNIFIL are essential in ensuring stability,
01:23ensuring compliance with international agreements and advancing the broader goal of sustainable peace.
01:31We are deeply concerned over the increasing threats faced by UNIDOF and UNIFIL peacekeepers.
01:39We strongly condemn Israel's ongoing aggression in Syrian territories
01:45and the illegal incursion of Israeli defense forces in the separation areas
01:51established under the 1974 disengagement agreement.
01:56These actions constitute flagrant violations of the UN Charter
02:01and pose a grave threat to regional peace and stability and the territorial integrity of Syria.
02:09The 1974 disengagement agreement remains binding and must be upheld without exception.
02:17No force except UNIDOF should have a military presence between the Alpha and Beta lines.
02:24Any unilateral actions that undermine this agreement are unacceptable.
02:30Similarly, Pakistan recognizes the essential role of UNIFIL
02:35in maintaining stability in southern Lebanon under Resolution 1701.
02:41Pakistan welcomes the cessation of hostilities arrangement between Lebanon and Israel of November 26, 2024.
02:51We support the new Lebanese leadership in their commitment to fulfill this arrangement.
02:59But we are deeply alarmed by the continued violations of the arrangement by the IDF
03:05including airspace violations, airstrikes and restrictions on UNIFIL's freedom of movement.
03:13Israel must adhere to the 60-day timeline stipulated in the arrangement
03:18and complete its withdrawal from southern Lebanon.
03:22Any delays or deviation from this timeline could jeopardize the fragile arrangement.
03:28Any security concerns should be promptly reported to the appropriate mechanisms including UNIFIL
03:35instead of resorting to unilateral violations of the arrangement and of Resolution 1701.
03:43Mr. President, the unrestricted freedom of movement of UNIFIL
03:47and full deployment of the Lebanese Armed Forces are crucial
03:52to achieve the security and stability as outlined in Resolution 1701.
03:58Pakistan urges the Security Council to ensure
04:01the full and unhindered implementation of the mandates of both UNIDOF and UNIFIL.
04:07They must have the sustained political and operational backing of the Council.
04:13UNIDOF and UNIFIL must be equipped with adequate resources and modern technologies
04:19to enhance their operational efficiency and to ensure the safety and security of peacekeepers.
04:26The safety and security of UN missions and UNIDOF and UNIFIL peacekeepers is paramount.
04:33Those who attack UN peacekeepers must be held accountable.
04:39Mr. President, finally, UNIDOF and UNIFIL are essential to preserve peace
04:45until the underlying disputes are resolved.
04:50The withdrawal of Israel from Lebanese and Syrian territories including the Golan Heights,
04:58respect for the sovereignty and territorial integrity of Lebanon and Syria
05:04and the withdrawal of Israel from the occupied Palestinian territories
05:10are essential conditions for sustained peace and security in the region.
05:17Mr. President, we hope that the ceasefire in Gaza is real
05:23and that it will be a first step towards a comprehensive solution
05:30including the two-state solution and the establishment of an independent and sovereign Palestinians.
