00:00President Bongbong Marcos supported the recommendation of the Department of Agriculture
00:05to declare a food security emergency on rice.
00:08And with this, the price of rice in the market will be lowered.
00:12Witness, Bernadette Reyes.
00:17President Bongbong Marcos himself said that everything has been done to lower the price of rice,
00:23but this is still not happening.
00:25That is why, just now, the President was asked to support his recommendation
00:29to declare the Department of Agriculture a food security emergency on rice.
00:34Well, we are still waiting for the recommendation of the Price Coordinating Council,
00:40but maybe next week, the DA will formally accept his recommendation.
00:47And the recommendation, I believe, is going to be to declare an emergency.
00:51When a food security emergency is declared,
00:54the National Food Authority can issue a buffer stock of rice
00:58and will add to what is being sold in the market.
01:01When this happens, the price of rice will be lowered.
01:05The reason that we are doing this is we have done everything to lower the price of rice,
01:11but the market is not being allowed to work properly.
01:17The demand and supply curve is not being followed because until now,
01:23even if you lower all the inputs, the sales are still high.
01:27And so we have to force that price down and we have to make sure that the market works properly.
01:33According to the NFA, around 700,000 bags of rice are in their warehouse right now.
01:39In addition to this, the impacted rice is still not yielding.
01:43If we are able to full blast, if we are able to heal all of that,
01:48the whole country will have around 5.7 million bags.
01:54Now, for calamities, we know that we will not be able to get rid of it,
02:01we will calculate what we will release.
02:04We will not release all of it.
02:08Our Kadiwa Kiosk is already there.
02:10This is one of the plans.
02:11All of the former retailers of the NFA,
02:14the latest accredited retailers,
02:19they will be the first to be affected if this will be lowered.
02:24Another program of the Department of Agriculture is also continuing
02:27so that there will be enough rice.
02:30Here in Murphy Market in Cubau, Quezon City,
02:32the price of rice for all has been lowered to Php 38 per kilo since today.
02:37This is what the rice looks like up close.
02:39This rice is 25% broken.
02:42This means that 25% of the bottles are broken.
02:45Aside from that, they are also selling solid rice here.
02:50This is the 100% broken rice.
02:53For us, it's hard.
02:55For us, it's on budget.
02:59In Pasay City Public Market, Php 38 per kilo of rice will also arrive today.
03:04It's good, it's expensive, and it's cheap.
03:07This is our bestseller here.
03:10The Department of Agriculture also ensured that the supply of cheap rice is sufficient.
