02:35which constitutes a flagrant violation of Law 340-06.
02:41Because we are talking about the exception that Law 340-06 establishes,
02:47which operates when there is no other offering that can provide that service.
02:55An artist in particular, who makes a mural that no one else does, could enter that modality of exception.
03:04For this reason, we accuse the outgoing Minister of Culture of making an irregular use of the resources
03:13of the State placed under his administration in the assembly of the book fairs corresponding to 2023 and 2024,
03:24where he had a marked interest in favoring people from the neighborhood,
03:30as is the case of the construction of the pavilion of the imagination
03:35and the assembly and coordination of the book fairs of 2023 and 2024.
