00:00It will no longer be possible to think of who should participate in the discount of senior citizens and persons with disabilities who use the Transport Network Vehicle Service or TNVS.

00:14This is because the LTFRB has passed a law that states that it should be an operator and not a driver.

00:24Daniel Manalastas is back in the center of Balina.

00:29When the Senate Committee on Public Services heard about the issue of discounts on TNVS,

00:34Senator Rafi Tulfo asked why it should not be allocated to transport network companies.

00:39The LTFRB has a problem.

00:43We're now drafting a memorandum circular which will be implemented this February wherein all of the discounts will now be shouldered by the TNV operator and by the owner of the app.

00:58They will know that it is discounted if I tell them where to go.

01:04For example, if I tell them to go to a school, they will know that I am a student.

01:06So it will be difficult to get a booking.

01:10Senator Graves called for an action to speed up the approval of the bill to be legal and to regulate motorcycles for hire as a safe mode of transportation.

01:21The pilot study of this policy is strong and there is a chance that the lack of implementation will be legal.

01:32The Bicameral Conference Committee also agreed to amend the double license plate law, which only allows one license plate for motorcycles.

01:40There is no license plate in the front, only in the back.

01:43We have about nine million backdowns.

01:47It's better if everyone has a license plate than to give two license plates.

01:51Senator JV Ejercito said that the LTO had a problem with RFID and that the plate number is enough.

01:58The LTO themselves said that the LTO had a problem with RFID.

02:04At the same time, they said that the plate number alone is enough for the enforcers to verify the veracity and identification.

02:18It's not about the backlog on the license plate.

02:21The initial commitment was June 2025, but the more realistic commitment of the part of the LTO is June 2026.
