00:00The five-month election period is now in full swing.
00:03The gun ban is now in effect.
00:05And the Comelec checkpoints are already located in different places in the country.
00:09This is the story of Vel Custodio.
00:14More than 1,400 checkpoints were located by the Philippine National Police
00:18that will operate 24 hours for the start of the Comelec checkpoint and gun ban
00:23for the national and local elections and BARMMM parliamentary elections in May.
00:28These are the 38 red category areas,
00:30of which 32 are from the Moro Autonomous Region in Muslimnin Danau,
00:352 from the Cagayan and Bicol Region, and 1 from Eastern Visayas.
00:40The PNP will install body-worn cameras
00:42for the transparency and accountability of the checkpoints.
00:45Four were caught by gunmen in Region 3, 6, 12, and BARMMM
00:51that are fighting the Comelec gun ban based on the latest PNP report this morning.
00:56According to the Commission on Elections,
00:58even the government officials will not be allowed to cross the checkpoints.
01:02The Certificate of Exemption approved by the Comelec must be shown first.
01:06If you don't have an exemption from the Commission on Elections
01:11and you only have a license or a permit to carry firearms outside your residence,
01:17you can be charged by the Comelec with an election offense,
01:201 to 6 years imprisonment.
01:23We will remember that all licenses are suspended,
01:28and that is also a violation of our firearms law.
01:30Therefore, 2 cases can be charged.
01:33Applications for the Certificate of Exemption
01:36from the Comelec to the gun ban can be submitted
01:38up to 2 weeks before the election.
01:41Checkpoints are only limited to visual inspections,
01:43so according to the PNP,
01:45they should not be forced to be inspected,
01:48except if the police saw something suspicious.
01:51Earlier this morning,
01:53the Comelec Checkpoint Ceremony was held
01:55in the Cartilian of Katipunan in Manila.
01:58The launching of the checkpoints was led by Comelec Chairperson George Erwin Garcia
02:01and PNP Chief Police General Romel Francisco Maruil.
02:06Several Comelec, PNP, and BCG officials were also present at the launching.
02:11The only direction and directive that I want to give to the PNP
02:16and other law enforcement authorities
02:19is impartiality and transparency.
02:23Because we believe in a democracy,
02:25as long as those two things are there,
02:28there will be no problem.
02:30If the checkpoints become silent,
02:32now, until this ends on June 12,
02:36that means that our memories will also become silent.
02:40Let us show the whole world
02:43that the Philippines is in order.
02:46We are led by a good president.
02:49We believe in a democratic country.
02:51In the new Philippines,
02:52the police want...
02:54...to be safe!
02:55Our fellow Comelec,
02:56I'm also with you.
02:57In the new Philippines,
02:59the Comelec want...
03:00...to be safe!
03:01The checkpoints will be silent until June 12.
03:04Meanwhile,
03:05PNP is also coordinating with Comelec
03:08for the security of the election for Apernalia.
03:11We are waiting for the final schedule
03:14of the transportation of elections for Apernalia,
03:17including the voting counting machines,
03:20because we will get a signal from Comelec
03:24on when it will start.
03:26But on the part of the PNP,
03:28we are regular in that.
03:29Aside from the escort of the police,
03:31we will put all the routes
03:34for the transportation of our police.
03:39We also have coordination
03:42with the service providers
03:44who will transport these items.
03:46Vel Custodio for Pambansang TV
03:49in the new Philippines.
