00:00We have been trying to start Opencast for the last three months.
00:09We organized a high-level meeting in one district, where I was present.
00:14Mr. Kalpam Varma was also present.
00:18All the District Administrative Officers, D.C., A.C., D.F.O. and C.C.L. were present.
00:28We sat down and agreed that due to technical difficulties, the production of Opencast has been halted.
00:38The Honorable Supreme Court's guideline was that if any forest, be it deemed forest or J.J.,
00:50is broken before 1980, then the Forest Conservation Act, FCA, is not attached to it.
00:59The C.C.L. provided us with all the official documents from before 1980,
01:07on which D.F.O. was satisfied that the production of Opencast had begun before 1980,
01:14i.e. the land was broken before 1980.
01:18On the basis of this report, Opencast was given environmental clearance.
01:26Now, we need two more certificates.
01:33One is C.T.E. – Consent to Establish, and the other is C.T.O. – Consent to Operate.
01:40So, we are hoping that by the month of February, we will open coconuts in Opencast,
01:47so that production can begin.
01:49And all the villagers living next to Opencast should get employment opportunities.
01:56The central industry should run along with it.
01:58And all the people of Giridi should benefit from it.
