00:00Update to an election official in Sulu, we will discuss with Police Brigadier General Gene Fajardo,
00:08the spokesperson and chief of the Public Information Office of the Philippine National Police.
00:13General Fajardo, good afternoon.
00:16Good afternoon, Ma'am Azek Kaweng and to all the viewers and listeners of your program, good afternoon.
00:24Ma'am, we just asked for an update on the case of an election official in Sulu.
00:29How is the investigation so far?
00:32So far, Ma'am, we are continuing our investigation with respect to the incident involving Atty. Julie.
00:41We also created a special investigation task group on this case.
00:47So far, we have not identified the people who were involved in this case.
00:52But now, we are backtracking CCTV footages that can help us identify and catch the suspects.
01:02Ma'am, Communic Chairman George Garcia said that it is possible that there is a correlation with the 2025 elections.
01:10Is this also the initial assessment of the PNP?
01:14This is one of the angles that we are looking at,
01:17especially based on the initial information provided by Atty. Julie.
01:24She has election cases under her control.
01:27This is one of the possibilities that we are looking at,
01:31that there is a correlation with the alleged murder of her brother.
01:36So this is one of the things that we are investigating.
01:41It is also possible that Comelec put Sulu under their control,
01:46considering this as an area of concern.
01:49What can you say about this, Ma'am?
01:51This is also part of our investigation, Ma'am.
01:55In fact, this is our initial data when it comes to our potential election areas of concern.
02:01The province of Sulu is in the yellow category
02:06because in our previous election period, we have recorded suspected election-related incidents.
02:14For the current election year, we have possible and intense political rivalries.
02:22So this is one of the areas that we are looking at.
02:26General, what are the factors to consider to consider this as an area of concern?
02:32We have four categories that Comelec will issue pursuant to the resolution.
02:39We have the green category or areas with no security concern.
02:44The yellow category is what we call election areas of concern.
02:48If there are suspected election-related incidents in the last two elections,
02:56provided that these incidents do not involve our domestic terror groups.
03:03As I said earlier, we are monitoring the existence of intense political rivalries
03:09and the possible employment of partisans in armed groups.
03:13Of course, the possibility that we have politically motivated election-related incidents in the current election period.
03:21Of course, this area was previously under Comelec control.
03:27The next color category is what we call election areas of immediate concern or the orange category,
03:34where the parameters are one or two factors under category yellow are present in the area.
03:42There is a serious threat from local terrorist groups and communist terrorist groups.
03:50Of course, in the red category or areas of grave concern,
03:54we are monitoring the combination of one or more factors under the orange category.
04:02If a place is included in the red category,
04:06this can be the basis for placing the so-called area under Comelec control.
04:16So ma'am, do we now have identified orange, yellow areas of concern?
04:24Initially ma'am, we have places that we are recommending to be included under the yellow, orange and red categories.
04:34This is happening through the continuous validation of the Joint Security Coordinating Center
04:41that is formed by the PNP, the Armed Forces of the Philippines and the Philippine Coast Guard.
04:46We are submitting this to the regional and provincial Comelec so that they can conduct their own study and validation.
04:56If they have findings, we will submit consolidated data to Comelec and Bank.
05:04Comelec and Bank will issue an official list of election areas of concern for purposes of national and local election for next year.
05:14So for now ma'am, how many election-related violence have been recorded in the country?
05:19For now ma'am, we haven't recorded any election-related incidents
05:24because our counting of election-related incidents will start on January 12.
05:31Even though we have recorded incidents of victimizing elected and appointed government officials,
05:37that is why we are monitoring that for now.
05:40So what are the actions of the PNP to avoid such incidents of violence?
05:45For now ma'am, we are considering the areas that are below the color-coded categories.
05:55For purposes of our security coverage, we are already conducting forward deployment
06:02so that the incidents that we have monitored will not increase,
06:07involving the killing of elected officials.
06:12Our coordination with Comelec will continue as we are under Comelec supervision.
06:19I hope that our candidates and elected officials will avoid the next incidents involving our elected officials.
06:30But so far ma'am, among the incidents that we have recorded,
06:34the number of personal grudges are higher than the number of incidents.
06:40Okay. Message to our countrymen, ma'am.
06:46To our countrymen, please expect that the PNP is committed
06:50so that we can have a safe and peaceful holiday season.
06:56We will continue our coverage until January.
07:01We have big festivities expected in January, particularly the transplantation.
07:06After that, we will go straight to our election period.
07:12We will continue to talk and cooperate with our countrymen
07:18because the security pressures that we have imposed are also for the safety of everyone.
