00:00At the share of state-of-the-art military equipment in nuclear forces is now 95 percent
00:21and the basic principles governing the use of such weapons have been updated.
00:27As outlined in the updated state nuclear deterrence policy.
00:32And once again, so that no one accuses us of nuclear saber-rattling, it is a deterrence
00:41policy.
00:43Our priorities include maintaining stability, strategic security, protecting territorial
00:50integrity and sovereignty of our country through the development of our strategic nuclear
00:59forces.
01:01And we will continue this work, creating new systems.
01:06The centuries are racking up their military expenses, they're deploying their strike
01:13groups near our borders.
01:17And now there are over 100,000 US troops in Europe and this is far more than the warranted
01:28amount.
01:29They're also growing their presence in the Asia-Pacific, the United States is creating
01:38new military and political alliances that undermine the established security architecture
01:44that had been created over decades.
01:47The Oreshnik Intermediate-Range Strike Complex has been a well-noted innovation.
01:55We have used it as a response to the Western long-range weapons being deployed in Ukraine.
02:05It was used in a non-nuclear form and we must ensure this mass production of these complexes
02:12to protect ourselves and our allies.
02:15They are working on the deployment and redeployment of missile systems in Europe and Asia-Pacific.
02:24And we used to have a treaty which regulated these activities, but it has now no longer
02:32in force.
02:33Due to the actions of the United States, we have underscored many times that we will not
02:40deploy intermediate-range missiles until the United States deploys similar weapons
02:46in a region of the world.
02:50That was essentially a unilateral obligation undertaken by Russia.
02:55But if the United States start deploying such weapons, then any and all such voluntary restrictions
03:01will be lifted.
03:04And considering the situation, we have to take additional measures to ensure our safety
03:10and the safety of our allies.
