00:00In 1995, a law was passed, Republic Act 7941,
00:06and it actually promoted proportional representation
00:11in the election of other type of lawmakers by the party list.
00:15It also provided 2% of the national vote
00:19for you to get a seat in the party list.
00:21And despite the 20% allotment of the party list,
00:26few actually got the 2%.
00:28That's where the dilemma came in.
00:30Hindi namin ma-achieve yung 2% of the national vote,
00:33pero mataas naman yung voto namin.
