00:24closing these level crossings are actually pushing walkers on to more

00:30dangerous alternative routes where they're more likely to get knocked down by

00:35passing traffic. And in this case the effect is that they're pushing the

00:41responsibility for safety from themselves onto the individual walkers

00:47who are not able to safely use the paths that they believe they have the right to do so.
