00:00Learning, or the fundamentals of it, begins with literacy, the ability to read and write.
00:06And given the alarming, even horrifying, results of a 2022 World Bank study on 10-year-old
00:11school kids in the country, the president is going for broke on a national government
00:17scheme to vastly improve the reading skills of Filipino school kids, as our Claes Alfardilia
00:22reports.
00:24Riza, a hard-working vendor, often finds herself too busy to focus on her 7-year-old child's
00:31education who struggles with reading.
00:34That is why she is extremely grateful that her child took part in the Tarabasa program
00:38of the Department of Social Welfare and Development.
00:42Through this program, her child eventually learned how to read and write.
00:53According to a World Bank study in 2022, 9 out of 10 Filipino children aged 10 years
01:16old struggle with reading.
01:18To improve the reading skills of children in preschool and elementary, President Ferdinand
01:23R. Marcos Jr. declared the DSWD's Tarabasa tutoring program as a national government
01:29program.
01:30This was formalized through Executive Order No. 76 signed by Executive Secretary Lucas
01:35Bersamin under President's authority.
01:38The program ensures support from various agencies and local government units to establish a
01:44collaborative educational initiative.
01:47Tarabasa provides opportunities for college students to serve as tutors for selected elementary
01:53school children.
01:54They teach kids how to write, read, and understand what they read.
01:58The program also includes parents who lack reading skills.
02:03College students who serve as tutors are paid a minimum wage while participating parents
02:08who attend receive P235 for each session.
02:12This year, more than 120,000 college students, children, and parents have benefited from
02:19the tutoring program.
