03:07This constitution has given certain powers to the states, has given certain powers to
03:15the government of India, has given certain powers in the concurrent list.
03:22In the name of concurrent list, both the governments, Congress and BJP have stolen all the powers
03:28from the centre.
03:33Their policy is unitary policy, stealing away the powers of the states.

03:40Is it desirable?
03:41Actually, what should happen?
03:45What should happen in fact?
03:47As the maturity level increases in the democracy, government should go on withdrawing.
03:56Central government should delegate more powers to the states.
04:01So should be the case with the state governments.
04:04States shall delegate more powers to the local bodies.
04:07We have done it in Telangana by the way of new Panchayat Raj Act.
04:12We are giving money.
04:14Every month money regularly goes to the panchayats and municipalities.

04:24Congress has reversed, stolen away the powers of the states and so was the case with the
