00:03Surging floodwaters and gusting winds have left Puerto Rico without power following the storm.
00:08President Joe Biden approved an emergency declaration in Puerto Rico on September 18th
00:13and ordered federal assistance to the area.
00:15Even before the storm hit, Puerto Rico has been facing infrastructure damage
00:19from previous hurricanes that devastated the island.
00:22For example, this temporary bridge was installed after the bridge was swept away by Hurricane Maria in 2017.
00:28Now, the temporary replacement has also broken off.
