00:00What I'm setting out today is the biggest reform of children's social care for a generation
00:04and I'm determined to crack down on the excessive profiteering
00:07that we see within the children's social care system.
00:10This involves making sure we've got better visibility of what's going on around financial oversight
00:15and if providers don't bring down their costs then we will bring forward plans to cap their profits.
00:20But alongside that I'm determined to put more support in place earlier on
00:23so that children and families get the help that they need to stay together wherever possible.
00:27Because of the scale of what we face and wanting to do this in a responsible way
00:30we do have to proceed with a bit of care in this area
00:33but I am calling time on the excessive profiteering in the sector.
