00:00Russia has consciously focused more deeply on Asia since 2022.
00:08This has created many more avenues of cooperation.
00:14That we have a long history of strong convergence and deep friendship allows us to make the
00:21best of both factors.
00:25That the two economies are so complementary is also a key consideration.
00:31A partnership between an India that has an 8% growth rate for multiple decades ahead
00:38and a Russia that is a key natural resources provider as well as a major technology leader
00:46will serve both of them and the world well.
00:49Let me highlight 10 significant developments that we need to take note of.

01:01Our bilateral trade today is US$66 billion.
01:10This makes the goal of reaching US$100 billion by 2030 more than realistic.

01:21The balance of trade, however, needs urgent redress since it is so one-sided.
01:27It is imperative that non-tariff barriers and regulatory impediments are speedily addressed
01:34for this to happen.

01:39The India-Eurasian Economic Union trade in goods negotiations commenced in March this
01:46year.
01:48We need to vigorously take it forward.

01:53The first ever bilateral investment forum took place in Moscow in April 2024.
02:02We also need to expedite negotiations on the bilateral investment treaty.

02:09The Programme for Cooperation in regard to the Russian Far East from 2024-29 was signed
02:17in July during the annual summit.
02:21It encourages other related activities including in the connectivity sphere.

02:30Mutual settlement of trade in national currencies is of great importance, especially in the
02:36current circumstances.
02:39Special Rupee-Vostro accounts are right now an effective mechanism.
02:45However, even in the short run, a better trade balance with national currency settlements
02:51is obviously the answer.

02:55Signing of a bilateral agreement between our customs authorities of the two countries in
03:00May 2024 on authorised economic operators has had a big impact on smoothening the ease
03:13of doing trade.

03:17Three connectivity initiatives between us, the International North-South Transport Corridor
03:30and the Chennai-Vladivostok Corridor, and the Northern Maritime Route, all need continued
03:38attention if we are to realise their full potential.

03:44A growing Russian appreciation of MAKE in India as a programme to deepen business will
03:52certainly help to take forward our cooperation in many domains.
03:58And finally, I flag to your attention the importance of non-economic domains such as
04:05education or film as contributions to a larger societal but also economic connect between
04:16us.

04:18We are all aware of the complementary nature of our respective economies.
04:23If we recognise that fully, then it also follows that our approach is not transactional
04:30but aimed at building long-term partnerships.
04:35In energy domains such as oil, gas, coal or uranium, India will always be a major player
04:44in the international markets.
04:46This applies as well to the demand for fertilisers of various kinds.
04:53Constructing a mutually beneficial arrangement will help us both address the volatility and
04:59the uncertainty of our times.
05:02The emergence of a global workplace is also today an increasing reality.
05:10Demographic unevenness has created demand and supply imbalances across the world.
05:17India and Russia can be partners in this regard as well.
05:22It would require a focused initiative that customises human resources in India for the
05:29Russian market.
05:31That is best done with the active participation of businesses.
05:38Friends, tomorrow the India-Russia Intergovernmental Commission will be meeting in Delhi to take
05:48stock of our bilateral cooperation.
05:51Your deliberations can provide a valuable input for policy makers to consider.
