The Social Security Organisation (PERKESO) is launching an operation to target employers who have not register their foreign workers for the mandatory contributions.

Effective Friday (Nov 1), PERKESO group chief executive officer Datuk Seri Dr Mohammed Azman Aziz Mohammed said that the operation codenamed Ops Kesan will be activated in all its 54 offices nationwide, aiming to to ensure comprehensive coverage for foreign workers employed in Malaysia.

Dr Mohammed Azman emphasised that employers have no valid reasons for non-compliance, as these requirements are the same as those already applied to local employees.

00:00I would like to announce that tomorrow we will launch the Ops for Foreign Workers 2020-2024
00:14starting from 1 November. As we are aware, in the middle of this year, in June, we have
00:24held an election month for the registration of workers, which at that time we opened
00:32to local workers and also foreign workers. However, after discussion and also after
00:40we studied the data from the Malaysian Immigration Office, we found that there are still many
00:50foreign workers who have a valid passport have not yet registered with PERKESO.
00:58If we look at the statistics, the number of workers who have a valid passport is around
01:08more than 2.4 million, but those who register with PERKESO are less than 2 million.
01:16I would like to thank Jim for sharing the data, for integrating the data with PERKESO.
01:26Based on the information and the data we obtained, we feel that Ops Kesan needs to be held.
01:40Based on the statistics of PERKESO until 30 September, only around 88% of foreign workers
01:46in Malaysia registered with PERKESO. For foreign domestic workers, only around 59%.
01:54There are still many foreign workers who do not have social security protection.
02:00So if there is an accident, they do not have any kind of coverage or protection.
02:12So based on that, we are eager to hold Ops Kesan to ensure that these workers are protected.
02:22There are many foreign workers who are brought in using passports from certain companies,
02:34but they do not work with companies that have a passport, but work with other companies.
02:42So I would like to emphasize that as long as they are honest workers, whether they work
02:48with companies that bring them in using passports, or they work with other companies,
02:54they are needed and must be protected.
02:58So for companies that pay them, they are responsible to register and ensure that these workers are paid.
03:10So I hope that foreign workers who have not yet registered, please show up immediately
03:18to register their workers, especially domestic workers who are still far below,
03:26around 50% or more, for them to come immediately.
03:31Failing to register a company or worker can result in a company owner or employer being sentenced
03:38to two years in prison or a fine of no more than Rp10,000 or both.
03:45So if we start Ops Kesan's activities, if we find that they do not register and register,
03:55we will issue a compound, and if they fail, we will take action.
04:02As I said earlier, if they are found guilty, they can be sentenced and sent to prison or both.
04:10We will open Ops Kesan as long as we do not get the numbers as what I said earlier,
04:18we have integrated our data with Jim, there are still many who have not yet registered,
04:24so we want to achieve the target to make sure that those who are out there register with Pekeso.
04:31So if possible, we want to match the data with Jim and the data with Pekeso.
04:38So now it is still far, meaning a few hundred thousand more who are still out there as workers
04:45but have not yet been registered and are not in the Pekeso database.
04:49So we will carry on.
04:53As I mentioned, those registered with Jim is about 2.4 million plus,
05:10the number that registered with us is about 2.188 million, so still about 300,000 out there,
05:20not in our database, still not registered with us.
05:22We are talking about welfare of workers.
