00:00Good morning to all of them.
00:02This is our latest update on the Severe Tropical Storm Leon.
00:08We can see in the latest satellite image animation that the center of Leon is still in the ocean.
00:14Earlier this morning, it was still 735 kilometers away.
00:19They are the safe aurora.
00:21Or 780 kilometers away, they are the Etiague Isabela.
00:25The strength of the storm Leon is up to 95 kilometers per hour, which is close to its center.
00:32And the force of the storm is up to 115 kilometers per hour.
00:36In the past 6 hours, the storm moved westward at a speed of 20 kilometers per hour.
00:42So we can see that this is the center of the storm.
00:44It is a thick cloud on the western and southern side of the storm Leon.
00:50So if it moves closer in the next few days, even if it is still offshore,
00:55it is possible for some parts of our country to experience rain.
00:59We will show those places later in the next slides.
01:04Our forecast track of the storm Leon, we can see that the center of the storm is not expected to be correct.
01:12But the area of probability, the area where the center track is located,
01:18shows that there is a possibility that it will hit either the Batanes group of island or Babuyan group of island, or not.
01:28So we are pressing now to give a warning that regardless of the scenario,
01:35our countrymen must be prepared, especially in the northern and eastern section of Luzon in the next few days.
01:43We can see in the forecast track that the storm is possible to become a typhoon
01:47before it reaches the northern end of Luzon,
01:51and it can move in proximity, pass closely over the Batanes area on the upcoming Wednesday or Thursday.
01:58So we do not rule out that this storm will experience rapid intensification
02:05and it is possible that it will reach the typhoon category within the next 24 hours or within 24 hours.
02:12So what are the areas that have a warning signal?
02:14Although the storm is still far away, let's repeat,
02:17the warning signal number one, the lead time of this is up to 36 hours.
02:21It means that not because we immediately increased the warning signal, it will be experienced immediately.
02:26We still have a lead time of almost 36 hours to prepare
02:32before we actually experience the actual effect of the storm here in the areas I will mention.
02:37Batanes, Cagayan, along with Boboyan Island, in the province of Isabela,

02:45in the eastern part of Mountain Province, in the eastern part of Ipugao,
02:50in the eastern part of Quirino, here in the northern portion of Aurora,
02:53and in the northern portion of the Catanduanes area.
02:56Let's repeat, not necessarily immediately that there will be a storm and wind will blow at this time
03:03the moment the warning signal is raised.
03:05There is still a lead time. It means that there is still a warning signal so that we can prepare.

03:33moderate to heavy in the province of Cagayan,
03:35along with Boboyan Island, Occidental and Mindoro,
03:39Negros Occidental and Palawan.
03:41Meanwhile, from tomorrow until Wednesday, Antique,
03:45it is possible to experience intense to torrential,
03:47heavy to intense in Occidental Mindoro, Cagayan, Batanis, and Boboyan Island.
03:52Meanwhile, moderate to heavy rains in Ilocos Norte and Ilocos Sur,
03:56as well as in Apayao, Negros Occidental, Aklan, Cavite, and Palawan.
04:01From Wednesday afternoon until Thursday afternoon,
04:03we can expect heavy to intense rains in Batanis, Boboyan Island, Occidental Mindoro, Cavite,
04:10and moderate to heavy rains in Ilocos Region, Antique, Palawan, Sambales, Bataan, and Batangas.
04:16So generally, while the storm is approaching,
04:18it is not only the places in the northern and eastern section of Luzon that can be raining.
04:23We can notice that there are places in the western section of southern Luzon
04:28and in the western part of Visayas where it can rain in the following days.
04:32That is why we are issuing what we call a weather advisory
04:35so that our countrymen can stay safe until the rain brought by the storm Leon.
04:41So our weather advisory will be issued by the Tropical Cyclone Bulletin every 6 hours.
04:48Meanwhile, in terms of strong winds,
04:50possibly strong to gale force gusts,
04:54in the Batangas region, in many parts of Mimaropa and Bicol Region,
04:59in Visayas, in many parts of Northern Mindanao, and in many parts of Caraga Region today,
05:06those are strong winds.
05:08Tomorrow, in Aurora, here in Metro Manila,
05:11Calabarzon, Mimaropa, Bicol Region, Visayas, Dinagat Island, Sirigau, Del Norte, and Camiguin.
05:17On Wednesday, there will be strong winds.
05:20This can be experienced in Aurora, Metro Manila, Calabarzon, Mimaropa, Bicol Region,
05:25Western Visayas, Negros Occidental, and Northern Samar.
05:29Sometimes, when the wind blows, it may not be prolonged
05:34but it can still be dangerous to some of our countrymen.
05:39Occasionally, some types of plants can fall.
05:43Light materials can still fly.
05:48And then, in terms of sea conditions,
05:50for now, we don't have a high gale warning yet,

05:58In the next 24 hours, we expect the seas around Batanes to reach 4.5 meters,
