00:06This new wave of terrorism and who is to blame for this terrorism?
00:09The first thing is that this strategy of counter-terrorism is not made by the army or the army, it is

00:36In that, there is a point that there is a very big nexus of terrorism and crime.
00:40That terror-crime nexus should be broken.
00:43As long as you are at all these points, the various stakeholders, they will not work,
00:48then terrorism will continue to run.
00:50The army has a separate strategy, which is called clear, hold, build and transfer.
00:56That means that if terrorists come in any area, then the army will go and the army will
01:01clear that area from the terrorists.
01:04After that, to build it, it will hold it for some time, so that the army has got there,
01:11is holding that area and then the local government and the provincial government are going to
01:16build that and take them over, transfer them to us.
01:19So what happened is that since this war has been going on, the army has cleared the area
01:24of about 46,000 square kilometers from the terrorists, mostly in KPK.
01:30And we clear many areas, we hand them over again to the district administration, the
01:35local authorities, the terrorists come again, then we clear again.
01:39So now is it not the job of the army to set up checkposts there and sit on the roads and
01:44do policing?
01:46So it's the other stakeholders that needs to raise their game.
01:55It's not the army's job to root out the terrorism.
01:59Our job is to take on the terrorists.
02:02Terrorism is a much bigger thing.
02:05It's a much complex thing.
02:16We all have to, in synergy, in unison, fight it out.
02:34So we don't blame anyone.
02:38We are trying to say,
02:41You do your work, we are doing ours.
02:44And we are ready to do it.
