00:00Thank you, Mr. Speaker. For your information, KL Strike Force is a joint unit that was established
00:07as a result of the JKKKN meeting on 1st January 2024 on 27th May.
00:18The objective of KL Strike Force is to deal with safety and public well-being issues
00:23in an effective and sustainable way in Kuala Lumpur.
00:28Before the establishment of KL Strike Force, there was no agreement between the joint operations
00:32of the Security and Security Agency in Kuala Lumpur.
00:35In this matter, KL Strike Force has taken the responsibility to carry out the joint operations
00:40in a micro and macro way, acting actively on issues that affect public safety and well-being,
00:48both on social media and public complaints.
00:51I, as the Deputy Minister in the Ministry of Justice, advise KL Strike Force
00:57to be managed by other major agencies as permanent members.
01:02It is not right to say that there is no reduction in the number of cases in Kuala Lumpur
01:10because the data for 2020-2023 shows only 159 cases and 540 arrests
01:19compared to the third quarter of this year.
01:22I would like to share the statistics since the establishment of KL Strike Force.
01:26The PDRM and the Security Agency have approved 209 premises that offer shelter.
01:36The statistics started on 27th May 2024 until 30th September 2024
01:43showing that 781 people have been arrested,
01:47including 149 local residents and 632 foreigners aged 18 to 61 years old.
01:58The implementation of the GYAT implementation to increase shelter activities,
02:03especially in well-known areas, has potential to offer this activity
02:08and there is no optional action.
02:10The offering of elite or low-level shelters will be taken.
02:16Our current challenge is the latest hotspot,
02:21the well-known shelters by KL Strike Force,
02:24such as Kedai Makan and Medan Selera in Kuala Lumpur,
02:28on Pudu and Lok Yu streets,
02:30where the modus operandi of this syndicate has become more creative
02:34by making these premises as a location to advertise their services.
02:40In fact, entering the era of Pasca Normal,
02:44the challenge of KL Strike Force is to intensify the provision of services
02:47that have started to move from conventional premises to digital platforms.
02:53Moreover, when a nursing home, a hotel, or a private residence
02:57are also made into these activities.
03:00In this regard, the government continues to make local communities
03:03become the eyes and report these activities to the Adu at KL 2.0
03:08or any ad agency network that is a member of KL Strike Force
03:13easily by using the hashtag KLStrikeForce on social media.
03:19In addition, DBKL also leads a joint operation
03:22through the Smart Partnership Initiative between government agencies
03:26on the premises of foreign citizens, including PDRM,
03:30the Ministry of Immigration and Trade,
03:32and in terms of daily costs, the Ministry of Customs
03:36and also the ministries within DBKL.
03:39So until September 2024, four joint operations have been carried out
03:44and in the operation, 11 business premises have been monitored
03:49and from that number, four premises have been taken action
03:52and have been closed and re-opened under Section 101 in Section 1B
03:58of the Local Government Act 1976.
04:00The size has been fully controlled by foreign citizens.
04:04Meanwhile, as many as eight specific actions
04:06on the premises of businesses by foreign citizens have been carried out,
04:10as many as 59 businesses have been monitored
04:13and from that, 15 premises have been closed,
04:1653 notice of errors have been issued,
04:1922 notice of errors have been carried out
04:22and 22 notice of errors have also been opened.

04:41So in summary, what I want to tell you,
04:44God willing,
04:45I also accept the nomination of the three women of steel,
04:50who are in charge.
04:52That is me, Datuk Banda and also Datuk KP who are in charge of KL.
04:57God willing, we will see Kuala Lumpur clean
05:01from all the things that concern us, the citizens.
