00:33I honestly think it's a good thing.
00:36But in the same instance, when you're homeless and you go to prison,
00:42you're fed, you're fed, clothed, you've got a purpose,
00:47you'll get a job, there's not drugs in abundance.
00:51I suppose I'll tell you that the same people seem to be coming up
00:54before the justice system regularly,
00:56so there doesn't seem to be the deterrent perhaps that there should be.
