00:00Senator Bato de la Rosa, the former PNP chief, denied that he has knowledge of the reward system in the war on drugs.
00:07The former official has not yet given a statement.
00:10First is the diagram released by retired police colonel Roina Garma about the drug war based on the Davao model.
00:19Jonathan Andal has the first news.
00:21I received a call from the president, Rodrigo Roa Duterte, during our meeting, he requested that I will locate a PNP officer, indicating that he needed someone capable of implementing the war on drugs on a national level, replicating the Davao model.
00:50Retired police colonel Roina Garma released this diagram showing the flow of communication and money given by Pabuya to the police to kill the drug suspect during the Duterte drug war.
01:03Garma said that the person who was issuing funds to Pabuya was Irmina Espino, alias Mukeng, assistant secretary to the presidential management staff, and the former special assistant to the president, Senator Bong Go.
01:18From Mukeng, the money was transferred to the bank accounts of Peter Parungo, alias Pedro, who was named by retired colonel Edilberto Leonardo.
01:27Leonardo was the one who paid Pabuya to the operatives.
01:31According to Garma, Leonardo was the one who led the Davao-style drug war and was reporting to Goh about the drug suspects who were killed.
01:39Garma said that he received the money when he was able to talk to the office of CIDGC, alias Pedro.
01:46What did he say?
01:47I said, why?
01:48He said, ma'am, maybe I'll be unlucky because every week, a huge amount of money is coming in.
01:55Where?
01:56To the bank, ma'am.
01:58A congresswoman asked if Pabuya's money didn't come from confidential funds.
02:03From 2017 to 2022, confidential funds increased.
02:09It became P400 plus billion.
02:13I don't want to speculate, ma'am, your honor.
02:17I don't know what source.
02:20In the next Quadcom hearing about the Duterte drug war, we will also invite those in Garma's diagram who went through the reward money for drugs,
02:27like Mukeng and Pedro.
02:30We are still trying to get their names and the names of retired colonel Edilberto Leonardo.
02:35Senator Goh was the first to deny the charge that he was involved in the drug war operation.
02:40According to Garma's revelations, the Department of Justice should take action.
02:44The Department of Justice should take action.
02:49It should be effective by this week.
02:51He should have interviews for preliminary investigations.
02:57But does Quadcom believe in Garma's testimony and can he be a state witness?
03:02It doesn't mean that everything he said is true.
03:10If DOJ weighs this and he can pass as a state witness, I'm sure DOJ will recommend him.
03:20We are still trying to get the DOJ's comment.
03:23Quadcom will open if they will be sent by Afidavit, Senators Goh and Bato de la Rosa,
03:28especially since they said they will not attend the hearing.
03:31According to Quadcom, they already sent an invitation to former President Duterte to attend the hearing,
03:36but according to former Presidential Spokesperson Salvador Panelo,
03:39the former president told him that he will not be receiving an invitation.
