00:00The electricity prices are a burden. We have to take them towards improvement.
00:06We have a clear understanding that the electricity price in Pakistan should be less than Rs. 10 per unit.
00:17If it is less than Rs. 10 per unit, then it will reach people,
00:23the industry will grow, demand will increase, people will be able to use it, and it will be affordable.
00:30To reach a reduction in the price of Rs. 10 per unit, we have to go through different stages.
00:38It is important for the public to know that there is not a single step that will reduce the price of Rs. 10.
00:50There are different steps that will reduce the price of Rs. 1.5, Rs. 2.25, Rs. 4.25, Rs. 6, etc.
01:02One of these steps is to revise the agreements with the companies that produce electricity,
01:16so that there is a reduction in the price of electricity.
01:19That was a big part of our reforms.
01:23We have assessed this and found out which plants are not needed today,
01:29which are needed, but on different conditions.
01:34Which are government plants that are making a profit,
01:39and we should keep them away from making a profit,
01:42so that there is no negative impact on them,
01:47and we should pass on their shortcomings to our consumers.
01:51The first five plants that we identified that are not needed today,
01:57we started discussions with those five private sector IPPs.
02:03We studied all their agreements, and discussed them so that there is no negative impact on them,
02:18so that they cannot survive, or there is something unfair with them.
02:23And with mutual consultation, Alhamdulillah,
02:27a few days ago, we reached a position where there was agreement between us.
02:33Do you remember that I repeatedly said that unilaterally,
02:40we will not do anything against an investor on the basis of a government decision.
02:49We did not do this.
02:51We proved this, which is very important for our business climate.
02:55And today, I would like to express my appreciation,
02:59not only to my complete team,
03:02who worked hard to put this into practice,
03:08and the government of Pakistan and the people of Pakistan,
03:12who saved Rs. 411 billion,
03:16which is about Rs. 70 billion per year,
03:20but I would also like to thank the owners of these IPPs,
03:26who agreed to this with mutual consultation.
03:31Otherwise, we would have had court cases,
03:33or we would have been seen in a negative light.
03:37And Alhamdulillah, we were able to put this Rs. 411 billion into practice.
03:45It is very important for the people of Pakistan to know
03:49that this is not only the benefit of Rs. 411 billion.
03:53This is to put that mentality into practice,
03:58where today, all stakeholders,
04:02whether it is the political government,
04:04the security establishment of Pakistan,
04:08every institution of Pakistan,
04:11and even private sector investors,
04:15who understood that these electricity prices cannot last long.
04:23It will be necessary to revise these electricity prices.
04:27Accepting this thought,
04:31not only within our institutions,
04:34but also with the private sector,
04:37with mutual consultation,
04:39in a respectful manner,
04:41accepting this and putting it into practice.
04:46The old threats that we had,
04:48that we have earned so much through heat rate and audit,
04:53we harvested that too.
04:56They also made us accept that money.
04:59And we put this agreement into practice,
05:04and in today's time,
05:06we have shown that there is no such thing as unhappiness.
05:09By the grace of Allah.
05:11And within this, all institutions,
05:14and especially the Chief of Army Staff,
05:18who in the task force,
05:21offered us full support of his institutions,
05:27and put it into practice.
05:30Our own institutions,
05:32CPPA, which is under our ministry of finance,
05:36PPIB, some of our NEPRA officers,
05:40and SAPM Muhammad Ali,
05:43General Zafar, who is the national coordinator,
05:46who is an announced thing,
05:48I would also like to thank them,
05:51that all of us together,
05:53the people of Pakistan,
05:56411 billion rupees,
05:58which we were supposed to go to a business group in the next few years,
06:03we reduced it to electricity prices,
06:06and will put it into practice in the next few days.
06:11And under the leadership of the Prime Minister,
06:14all this work was done.
06:16Today he announced it in the cabinet,
06:19and by the grace of Allah, it has been completed.
