The Canberra Liberals have declared "23 years is long enough", as they officially launched their campaign for the ACT election. In doing so, the party promised relief for businesses on rates and payroll tax, which Labor has criticised as unaffordable.

01:33There's no doubt the Liberal campaign has been less than perfect
01:37with distractions they'd rather have avoided.
01:40But the opposition's launch did feel energetic, arguably more so than Labor's.
01:45The question now is whether that energy can carry them to a long-awaited victory
