03:50Before I begin I want to say a few words about Hurricane Helene

03:57I want to talk about Hurricane Helene for a moment
04:02And I know that everyone here sends their thoughts and prayers
04:07For the folks who have been so devastated
04:11By that hurricane and the ensuing events
04:16In Florida, in Georgia, the Carolinas and other impacted states
04:21And we know that so many have been impacted
04:25Some have died
04:27But I want to thank everyone for doing everything you can
04:32To think about them, send them your thoughts, send them your prayers
04:35I want to thank the first responders who have done so much
04:39And we will stand with these communities for as long as it takes
04:48To make sure that they are able to recover and rebuild
04:51Earlier today I received an operational briefing from FEMA Director Criswell
04:57More than 3,300 federal personnel have been mobilized
05:01We are deploying food, water and generators
05:05And working to restore water and power
05:10And the President and I have told state and local leaders
05:16We will provide whatever help they need in the days and weeks ahead

07:38But you will remember, in our first debate, I talked about issues like bringing down the cost of living
07:46Investing in small businesses
07:50Protecting reproductive freedom
07:56And keeping our nation secure
08:02But from Donald Trump, well, it was the same old tired playbook

08:10With no plan on how he would address the needs of the American people
08:16Well, folks, it's time to turn the page

09:10And you all know, for my entire career, I've only had one client

09:20From being a young courtroom prosecutor in Oakland
09:24I stood up for women and children against predators
09:27As Attorney General of California, I took on the big banks
09:32And delivered $20 billion for middle class families who faced foreclosure
09:43I stood up for veterans and students being scammed by for-profit colleges
09:53For workers who were being cheated out of their wages
09:59And I pledge to you as President, I will fight for all Americans
10:04And together we will build a brighter future for our nation
10:10We will build a future that includes thinking about our economy in a way that it is about lifting everyone up
10:25We will build what I call an opportunity economy
10:29So that every American has an opportunity to own a home, to build wealth, to start a business
10:40And let me tell you, I love our small businesses, of which I've met so many right here in Vegas
10:51You know, growing up, our mother worked very long hours
10:56And so my sister Maya and I would go over two doors down to Ms. Shelton's house
11:01She, we called her our second mother
11:04And Ms. Shelton was a small business owner
11:08So I know since I was a young child who our small businesses are, who our small business owners are
11:16Small businesses are the backbone of America's economy
11:20I know that, I know that
11:24And Latina small business owners are the fastest growing segment of our economy
11:31So my plan is about tapping into that ambition, those aspirations, those dreams, those incredible ideas
11:43That strong work ethic that people have
11:46Also understanding not everybody gets handed four million dollars on a silver platter
11:52And files for bankruptcy six times
12:00So my plan is about saying we've got to help entrepreneurs, startups out
12:06And I will give a $50,000 tax deduction to help entrepreneurs start their small businesses
12:15Because right now, that tax deduction is $5,000
12:19Can't nobody start a small business in 2024
12:24So we're going to make it something where it is doable to lift folks up
12:31We also need to build more housing in America
12:40My mother saved up for years, till I was a teenager
12:45When she was able to buy our first home
12:48And right now a serious housing shortage is part of what is driving up costs
12:53So we will cut the red tape and work with the private sector to build three million new homes
13:05And provide first time home buyers with $25,000 down payment assistance
13:15So you can just get your foot in the door
13:19You'll do the rest
13:22And we must lower the cost of living
13:26Because while our economy is doing well by many measures
13:30Prices for everyday things like groceries are still too high
13:34You know it and I know it
13:36So I have a plan that includes lowering costs on everything from healthcare to groceries
13:43Including, I will take on the corporate price gouging
13:47That we know has resulted in jacking prices up
13:53Often around tragedies and emergencies
13:57We will give a tax cut to 100 million more Americans
14:01Including $6,000 during the first year of a child's life
14:08Knowing that the vast majority of our young parents have a natural desire to parent their children well
14:17But not always the resources to do it
14:20And that $6,000 in extending and expanding the child tax credit
14:25Will help buying a crib, buying a car seat
14:28Doing the things that are so critical in that first phase of life
14:33I will also make sure good paying jobs are available to all Americans
14:38Not only those with college degrees
14:47Because we need to recognize the value of additional paths
14:52Such as apprenticeships and technical programs
14:55And so as president, part of how I'm going to push this forward
15:04Is I will get rid of unnecessary degree requirements for federal jobs
15:10Understanding that having a college degree is not the only measure of the skills and experience of a worker
15:25And when we do that with the federal workforce
15:32I'm coming to ask the private sector to challenge you to do the same
15:41So all of this is to say I will always put the middle class and working families first
15:48I come from the middle class and I will never forget where I come from

16:01Now Donald Trump has a different plan

16:16Which I have to say I still can't believe they put that thing in writing
16:22They printed it up, they bound it, they handed it out

16:32It is a detailed and dangerous blueprint for what he would do if he were elected again as president
16:41Donald Trump will give billionaires and corporations massive tax cuts

16:48Cut social security and medicare
16:53And impose what I call a Trump sales tax
16:57Which would be a 20% tax on everyday basic necessities
17:04Which economists have measured would cost the average family nearly 4,000 more dollars a year in everyday expenses
17:16And on top of all this Donald Trump intends to end the Affordable Care Act
17:25And he has no plan to replace it
17:31He has quote concepts of a plan
17:38Concepts
17:40So here's the thing though
17:43We can laugh about many things but the consequences of this are quite serious
17:50Quite serious
17:52Because think about it
17:53He's going to threaten health coverage and health insurance for 45 million people in our country based on a concept
18:03And take us back to when insurance companies could deny people with pre-existing conditions
18:08You remember what that was like?
18:12Well we are not going back
18:18We are not going back
18:24We are not going back
18:33We are not going back
18:38We will move forward
18:46And we will take on the biggest issues facing our nation
18:50We have talked about the economy
18:53We have talked about what we can do in terms of investing in the ambition, the aspirations of our country
19:00We will take on the issue of immigration
19:03We will take on a number of issues on the subject of immigration
19:07We must have comprehensive immigration reform
19:13With strong border security and an earned pathway to citizenship
19:21Including for hard working immigrants who have been here for years including our dreamers
19:31Including our dreamers
19:35And I was Attorney General of a border state
19:38I prosecuted transnational criminal organizations who traffic in guns, drugs and human beings
19:43And as President I will double the resources for the Department of Justice to go after those transnational cartels
19:50And take action to stop the flow of fentanyl coming into our country which is destroying entire communities
20:04These are serious problems and we know Donald Trump won't solve them
20:12When he was President he did nothing to fix our immigration system
20:20And earlier this year we had a chance to pass the toughest bipartisan border security bill in decades
20:30And Donald Trump tanked the bill because he thought that that bill if passed would hurt him
20:36And he preferred to run on a problem instead of fixing a problem
20:40That's not the kind of President we want
20:43As President he cruelly separated families and plans to do it again
20:51And he continues to fan the flames of fear and division
21:00Look we need a President who cares more about solving problems than playing political games and demeaning people
21:12We're tired of that, we're done with that
21:18So Nevada, ours is a fight for the future
21:24And it is a fight for freedom
21:29Like the fundamental freedom of a woman to be able to make decisions about her own body
21:38And not have her government tell her what to do
21:46And we remember how we got here
21:48Donald Trump hand selected three members of the United States Supreme Court
21:53The court of Thurgood and RBG
21:56So that they would do as they did and overturn the protections of Roe v. Wade
22:03And now one in three women in America lives in a state with a Trump abortion ban
22:12Many with no exceptions even for rape and incest
22:16It is immoral, immoral
22:19And let us agree
22:22One does not have to abandon their faith
22:25Or deeply held beliefs to agree the government shouldn't be telling her what to do
22:34If she chooses she will talk with her priest, her pastor, her rabbi, her imam
22:43But not the government telling her what to do with her body
22:52And with Jackie Rosen back in the United States Senate
22:57When Congress passes a bill to restore reproductive freedom
23:03As President of the United States I will proudly sign it into law
23:19And Nevada, you know I'm traveling all over our country
23:23Across our nation we are witnessing a full-on assault on other hard-fought, hard-won freedoms and rights
23:30Like the freedom to vote
23:32The freedom to join a union
23:34The freedom to breathe clean air and drink clean water
23:38The freedom to love who you love openly and with pride
23:46And the freedom to be safe from gun violence
23:54Which after one October in Nevada proved that smart gun safety laws are just common sense
24:07So look, generations before us
24:11Generations of America led the fight for freedom
24:16And the baton, well it's now in our hands
24:21It's now in our hands
24:25And it all comes down to this
24:27We are here together, you came out on a Sunday evening
24:31We are here together because we know what is at stake
24:35And we are here together because we love our country
24:40We love our country
24:42We love our country
24:52That's right
24:58And I do believe

25:04That one of the highest forms of patriotism that we could show
25:09Is to then fight for the ideals of our country
25:13That's what this is about
25:15It is a fight to realize the promise of America
25:22And I know the people of Nevada
25:27You are battle born

25:38And we are all ready for the work ahead

25:45And here in Nevada every voter will receive a ballot in the mail
25:52And in person early voting starts October 19th
26:00So now is the time to make your plan for how you are going to vote
26:07And I'd ask you to start making your plan now
26:11For how you are going to vote
26:13And if you choose to vote by mail do not wait
26:17Fill out your ballot, sign it and send it back right away
26:27And tell your neighbors
26:29Because folks the election is here
26:33And we need to energize and organize and mobilize
26:39And remember your vote is your voice
26:42Your voice is your power
26:45Don't ever let anybody take your power from you

26:52Don't let anybody silence you, ever
