The ruling was announced by Napa County District Attorney Allison Haley on Tuesday, claiming that there was insufficient evidence to justify prosecution at this time, saying 'We are required to prove any and every criminal charge 'beyond a reasonable doubt' which is the highest standard in the American criminal justice system.
