00:13Romania needs a chronic investment in critical infrastructure.
00:17Today we are going to the Black Sea coast, where the accelerated erosion is exposed.
00:22For 20 years studies and rehabilitation plans were made,
00:26a time when we saw with our own eyes how the 250 km beach
00:31is becoming smaller and smaller, and we can enjoy the sea and the sun.
00:35Even if we had access to European funding, the projects were hard,
00:39stalled, with construction sites in full tourist season and dangers at sea.

00:56The biggest infrastructure project in Dobrogea, and one of the biggest in the country,

01:13The project to fight coastal erosion.
01:16It is a mammoth project, over a billion euros,
01:20largely financed by European money.
01:23But this project is also facing many controversies.
01:27A project that should have changed the face of the coast,
01:31a generous and necessary project,
01:33developed badly, communicated even worse.
01:36This is an example, like a book, of not working with nature.
01:43There are some anachronistic works,
01:45this is how it was built in Europe in the 70s.
01:48Nothing is concreted, nothing is built on top of it.
01:55It had to be, by definition, a friendly project to nature.
01:58By size, by the material used, by the added protection structures,
02:04we have not an unfriendly project, but one that is really at the opposite,
02:08that is, it is a project of maximum artificialization.

02:16or there is a complicity on the part of the authorities,

02:24There was no major discomfort,
02:26because we always had consultations.

03:23and rehabilitate Romanian beaches.

03:27participated in the development of a national strategy
03:30which was at the base of the next European-funded themes,
03:34in a master plan made by the British company Hull Crow.

12:15but on the size of the sand grains.

12:25in the rehabilitation projects,
12:27it was decided to bring sand from the Black Sea coast.
12:30The quality of the sand on the beach,
12:32through the surveys and inspections carried out,
12:35was put into the analysis of the engineer
12:40who tested the results of those sand grains
12:47and who received the approval for sandblasting.
12:51I agree that there is a degree of presence of limestone
12:59behind the finalization,
13:02but we are limited.
13:05Whenever granulometric studies can be done,
13:08the reception process would not have been completed
13:12if, from a quality point of view,
13:16the characteristics of the sand brought to the beach
13:21were not included in our parameters.
13:26Trei Papuci is one of the most famous beaches of Constanta,
13:32a consecrated beach.
13:34The works were finished in 2015.

15:21Normally, it should have been a soft, light, pleasant beach.
15:28In the past, we used to walk 25-30 meters,
15:32and we would not reach a water depth of more than 2 meters.
15:37Now, unfortunately, due to the sand,
15:42that soft platform has not been realized,
15:46but it ends abruptly.
15:48And unfortunately, it ends exactly in the area of the graves.
15:52There are 7-8 meters up to the beach.

16:28When coarse sediments are placed,
16:31the slope increases,
16:33the waves do not break any more,
16:35only what we have deep,
16:37they break directly on the beach,
16:39and then we have a very large energy of the waves,
16:42exactly in the wetland area.
