00:00To form clearer and more organized guidelines for the banning of POGO in the country,
00:06we will discuss the Task Force POGO Closure with Undersecretary Nicolás Felix T.,
00:13USEC-in-Charge of the Interagency Council Against Trafficking of the Department of Justice.
00:19USEC T., good afternoon to you.
00:23Good afternoon to you too. Thank you for inviting me to your program again.
00:28First of all, what is the purpose of the creation of the Department of Justice of the Task Force POGO Closure?
00:35And what are the agencies that you have here with you?
00:41The main purpose of this task force is to implement our President's orders.
00:48We will not forget that the President's order from SONA
00:52is to ban POGOs and he wants to wind down POGOs at the end of this year.
00:59There are many aspects to the winding down of POGOs.
01:02First is the closure of these establishments.
01:08Second are the Filipinos who work there.
01:12Third is the easy return of goods to those POGOs.
01:18So this task force includes DOJ, PAG-COR, PAOK, and DOLE.
01:25As of now, they are looking at that aspect.
01:28But what we know is that the Executive Order is being made by Malacanang
01:33that when this is released, the composition of this group will expand even more.
01:39Good afternoon, USEC Felix T., this is ASEC Arnel.
01:42To better understand, what will be your priority measures
01:47in implementing the total prohibition of POGOs in our country?
01:52As of now, what we have discussed in the group is how to easily let POGOs and IGLs go home.
02:00And the agreement is that these POGOs will be given until October 15
02:07to voluntarily depart from the Philippines.
02:10After that, their 9G visas will be downgraded to tourist visas
02:17where they will be allowed to leave until the end of the year.
02:20And if they can't leave after that time,
02:24the situation will get more complicated.
02:26That's where our other measures will come in, such as deportation.
02:32Aside from that, we also discussed what to do with the underground POGOs,
02:37the non-licensed ones.
02:39Because this is also one of our concerns.
02:41So now, if I'm not mistaken, the non-licensed POGOs or IGLs will be for sale from the PAGCOR data.
02:51We estimate that there are many non-licensed and underground ones.
02:55So we need to discuss how to let these go.
02:58Can you explain what will be the assistance
03:02to the Filipinos affected by the closure of POGOs in the country?
03:07You said that the total number of licensed POGOs will be 40.
03:12How many illegal ones do you see there?
03:17And how many Filipinos will be affected?
03:21As for the 40 licensed POGOs,
03:24the illegal ones, we estimate that there are hundreds.
03:28We have data of Filipinos who are affected
03:32who are working with illegal POGOs.
03:36This is also among the tens of thousands.
03:41We also have data of Filipinos who are working with illegal POGOs.
03:47The number given to me yesterday is around 20,000 to 30,000.
03:52As for the foreign workers affected by POGOs,
03:56how many percent voluntarily left the country
04:00and how many foreign workers are in total?
04:06As for the foreign workers who are working with illegal POGOs,
04:10there are around 2,000 to 3,000 who voluntarily left the country
04:15or who are already in the process of voluntary departure.
04:19But the number here, from Dole and Pagcor,
04:22is around 20,000 to 30,000 licensed POGOs.
04:25And there are other BIDs here.
04:27So we're just getting started with the process of voluntary departure
04:31of illegal POGOs.
04:33How will the Task Force POGO Closure monitor
04:37the possible tactics of foreign POGO workers
04:40to hide their illegal activities or transactions?
04:47This includes our aggressive operations against illegal POGOs.
04:54We see in the news that it's becoming more common.
04:57For example, in the POGOs we raided,
05:00there were foreign POGO workers who came from other illegal POGOs.
05:08So that's what we're monitoring there.
05:10Aside from that, there's also the cooperation with the LGUs.
05:14Because if we remember, Secretary Avalos himself
05:17ordered the LGUs to be more aggressive
05:21against POGOs operating within their jurisdictions.
05:28Sir, can you share with us the role of the Immigration Bureau
05:34in the Task Force, especially in the departure and monitoring
05:37of foreign POGO workers?
05:41The role of the Bureau of Immigration is huge.
05:43As of now, in the aspect of letting POGOs go home,
05:46letting POGOs go home is easy.
05:49The Bureau of Immigration is the one who goes there.
05:52And when we're talking about illegals,
05:55the POGOs operating illegally,
06:00the role of the Bureau of Immigration is also huge.
06:04Because they are the ones who will help us
06:06to easily deport these POGOs.
06:10Sir, do you have any measures that are being complained about
06:14by homeowners associations that POGOs are staying in their villages
06:20like those in Paranaque or Alabang?
06:23Are you also investigating these and are you also raiding them?
06:29Yes, we are talking to POGOs, law enforcement,
06:32about the complaints of other residents
06:36in subdivisions, exclusive subdivisions.
06:38And I think next week, our countrymen will see
06:42that we will have an operation against these.
06:45Okay.
06:46In another discussion, Yusec,
06:48we have a question from Tia Gutierrez of ABS-CBN News.
06:52What will be the Justice Department's next steps
06:55after the NBI said that Alice Guo's signature
06:58in the counter affidavit is different
07:01from her signature in their file?
07:06We already talked about this.
07:07We are investigating the possible responsibility
07:11of the lawyers involved in this counter affidavit.
07:15So the investigation will continue
07:17and we will know in the next few days
07:19what will be the result of this investigation.
07:22Yusec, what will be the effect of the arrest
07:26of the brother of the former presidential advisor, Michael Yang,
07:30in the investigation of the DOJ
07:32on human trafficking cases and illegal POGOs in the country?
07:38This will have a big effect
07:40because if I'm not mistaken,
07:43what I heard yesterday in the Quadcom proceedings
07:46is that Michael Yang's brother
07:48is involved in illegal POGOs in the CDO.
07:51So this is what we will look at in order to investigate
07:55and see how deep is the connection
07:58of Michael Yang's brother
07:59to the illegal POGOs in our country.
08:04Do you have a message for our countrymen
08:06from you and the DOJ?
08:11Our message is that they should trust us
08:16in the work we are doing.
08:18The work is a bit hectic
08:21but we can promise that we here at the DOJ
08:25and our agencies
08:27will continue to work hard
08:29to solve our problems.
08:32Thank you very much for your time.
08:35Undersecretary Nicolas Felix T,
08:37Yusec in charge of the Interagency Council
08:40Against Trafficking of the DOJ.
