00:00The Commission on Elections issued guidelines for the candidates for the election of 2025.

00:26Some even used artificial intelligence and deepfake to manipulate video or audio to make it look real.

00:34It is expected that this will not happen once the election is near.

00:38That is why the Comelec issued guidelines for the upcoming election.

00:42Under Resolution 11064, it is required to register all official social media accounts, page, website, podcast, vlog,

00:57and other internet-based campaign platforms of the candidates and parties that will participate in the election.

01:03Other people will also use social media to campaign for the victory or defeat of a candidate.

01:11If the Comelec clarifies, this will only be implemented during the campaign period.

01:15We know that from the 2025 election onwards, this will fight against new technology and foreign intervention or interference through social media.

01:27We will fight, we will regulate, and in order to ensure equal opportunity, equal access for all.

01:34Our guidelines on social media or the use of this kind of campaign will only be effective on the first day of the campaign period,

01:45when they filed their candidacy.

01:47They need to submit an online application and some requirements to the Comelec EID within 30 days after the filing of the Certificate of Candidacy.

01:58The Comelec will go through the process of reviewing and approving the Comelec Unbank and publish it on the website and other online platforms of the Commission.

02:06The Comelec stated that under their new guidelines, their freedom of expression may be violated.

02:13In the use of artificial intelligence in the campaign, it must be declared in the campaign materials that it was used by AI

02:21and what is the nature and extent of the manipulation.

02:25Those who do not follow the regulations may face an election offense.

02:30Even if the candidate is in the campaign staff, we can sue them.

02:35If we look at Section 261 of the Omnibus Election Code, the election offense, it also states that other rules and regulations of the Commission of Elections are violated.

02:45It means that there is no need to put a violation there, but the defined by the Comelec is a violation and will be the basis of a criminal case of election offense.

02:57They will also take down any false post and publish it on the Comelec website and platforms.
