00:00To avoid the case of leptospirosis,
00:03the MNDA issued a regulation that prohibits swimming,
00:07playing, camping,
00:08or the need to swim in the flood.
00:11But what about those who need to swim for their safety?
00:15That's what Dano Tingcunco is talking about.
00:21Whenever there's a flood,
00:22like when a heavy rain falls on the coast
00:25and there's a typhoon,
00:27it's not common to see people swimming in the flood.
00:32Leptospirosis is also related to flooding,
00:37which is caused by the urine of infected animals,
00:40especially blood.
00:42In San Lazaro Hospital,
00:43leptospirosis patients were admitted
00:46even though there was no flood
00:47or heavy flooding last week,
00:50just like in Manalasa,
00:51where there was a typhoon last July.
00:54We have patients who are as young as 20-24 years old.
01:01Their leptospirosis is already severe.
01:03These are the exposures that was brought after the quarantine.
01:07We still have to monitor those who are exposed
01:09during the incoming floods.
01:15That's why the Department of Health
01:17and doctors warned the public
01:19not to swim in the flood.
01:21In San Juan,
01:22an ordinance is being passed by the police
01:24against those who swim there.
01:26You should know that swimming in the flood is prohibited.
01:30It's dangerous for you.
01:33The MMDA also issued Regulation 24-003
01:37that prohibits swimming,
01:39playing,
01:39camping,
01:40or the need to swim in the flood.
01:42The Metro Manila Council also passed a resolution
01:45that is appealing to LGUs
01:47to issue their own ordinance
01:49just like in San Juan.
01:51Their heads will be hard.
01:53They cannot avoid it
01:55because it is not safe.
01:57They need to go to the market
01:59to buy food.
02:01We have to make a distinction
02:03between the necessity to swim in the flood
02:06and those who swim in the flood
02:10for recreational purposes.
02:13We will not penalize those
02:16who will just display their own belongings.
02:19They are the ones observing
02:21the local government units.
02:23Maybe they can see
02:25that recreational exposure,
02:28like playing for a long time,
02:30the exposure is longer
02:33and the risk is longer.
