01:40This factory was operating in the area of Tilak Nagar
01:44and it has been operating for the past 5 years.
01:48Many people are involved in this
01:50and we have dismantled the entire syndicate.
01:556 people have been arrested,
01:56the main factory operator is Manoj Moga
02:00and there is also a fraudulent agent named Balbir.
02:06We received this complaint on 2nd September.
02:10We received a complaint from the Bureau of Immigration
02:12that a passenger had reported for departure clearance
02:14at the immigration counter
02:16and he had a fake Swedish visa on his passport
02:21and he was going to Italy.
02:24Because of the fake visa,
02:27we were given this complaint
02:28and we filed an FIR in the relevant sections of BNS,
02:30so the sections of cheating and forgery,
02:34and the investigation was given to Sub-Inspector Madan.
02:38Because the matter was very sensitive
02:41and we had received intelligence inputs
02:43that a very large group is operating in this.
02:46It is a large syndicate and an organised crime is going on.
02:50Keeping this in mind, we formed a team
02:55under the leadership of ACP-IGI
02:58and under the close supervision of SHO,
03:01Inspector Cyber Ajay Kumar
03:03and Cyber staff Nitin, Pandey, Vinod.
03:08In the operation of all these,
03:12a very strong, robust team was formed
03:15and they did a proper investigation
03:18and burst the entire syndicate.
03:20One chain after another kept unfolding.
03:23When we enquired with them, they told us
03:25that considering the customer's paying capacity,
03:28they used to demand money from them.
03:31For a minimum of one visa,
03:33they used to take at least Rs. 7 lakhs.
03:36And this is a whole channel
03:38and while being distributed,
03:40the factory owner used to get around Rs. 1 lakh.
03:44Now, they operate in Telegram, Signal and WhatsApp groups
03:50so that there is secure communication.
03:52And specifically, the phone is used for this purpose
03:55and nothing else.
03:57As soon as a customer is found,
04:00there is communication on the phone
04:03and as soon as the case is given a visa,
04:06the phone, the SIM is discarded.
04:08And then the new SIM is put in the other phone
04:11and the entire investigation is carried out for the new cases.
04:16Where are these six people from?
04:19They are from different places.
04:21Some are from Delhi, Rohini area, Tilak Nagar
04:25and UP and one is from Nepal.
04:28How many people did they send their foreign visas to?
04:31When we enquired with them, they told us
04:33that in a month, sometimes 20, sometimes 30,
04:38sometimes 50, sometimes 60 passports are received
04:42on which they apply for a fake visa.
04:45Please tell us about Manoj's profile.
04:48Manoj has done a course in designing.
04:51He has done a diploma in designing.
04:53So, he knows everything about how to make a fake visa.
04:58Apart from this, he takes the equipment.
05:00So, he has dyes, colour printers, UV machines
05:05through which it is very easy to make it.
05:08And he makes it in such a way that it is very difficult to identify it.
05:12It completely resembles a genuine visa.
05:16Since when have you been doing this and how did you get the idea that you can do this work?
05:20One of them is Balbir, an agent.
05:22He has already been arrested in 2003 and 2010.
05:26So, he has been doing this work for a long time.
05:28But this factory has been operating for the past five years.
05:32And there are many different types of agents, agents from different areas.
05:37There are some agents from Nepal who are also involved.
05:40So, the investigation is still under progress.
05:42I hope that in the future,
05:43the people who are involved in this syndicate,
05:46the people who are involved in this syndicate, will also be exposed.
05:49Ma'am, did he target people from any particular area or from somewhere else?
05:54His main modus operandi was that he mostly provided visas to Schengen countries.
05:59Apart from Italy and Sweden,
06:01he generally provides visas to Schengen countries.
06:06And he has received passports of many Nepali citizens here.
06:11So, looking at this, it seems that his target group,
06:16his source, his customer base is both Nepali and Indian.
06:21And he has also received visas from some other countries other than Schengen countries.
06:27As we have seen, we have recovered 23 visa stamps so far.
06:32And 30 visa stickers are mostly from Schengen countries.
06:37Are the stamps from all the different countries?
06:39Yes, they are from different countries.
06:41Absolutely.
06:41And the stamps are mostly from Schengen countries.
06:44They also have dies and some permanent residency cards.
06:48So, there has been a significant amount of recovery.
06:50The investigation is still in progress.
06:52Many more things will be revealed in the future.
06:55Where did you get this idea?
06:59Criminals have a lot of motivation to do this kind of work.
07:03Because this is the market for this.
07:07Many people have the charm to go abroad.
07:10Because there are better employment opportunities abroad.
07:13People think that there is a better standard of life abroad.
07:15Especially in European countries and in the US.
07:19So, many people want to go abroad.
07:21So, they approach them from different channels.
07:24And that's how they do their work.
07:26Why do they go abroad? Don't they get a job there?
07:29We will have to contact the passengers' base
07:33who have recovered their visas or passports.
07:37Then we will know what to do next.
