00:40in celebration of black excellence, we honor this simple truth. Black history is American history
00:48and black excellence is American excellence. Our administration is making the most significant
00:54investments in black America ever with racial equity at the center of everything we do.
01:00This has led to more black Americans with jobs, wealth, health insurance, clean water, funding for
01:08higher education and so much more. Earlier on Thursday, Joe Biden in a separate meeting on
01:15gender-based violence said, since the legislation on violence against women were enacted, the rates
01:22of domestic violence and rape cases have dropped. The USA President stated this on Thursday during
01:29his remarks on the 30th anniversary of the Violence Against Women Act. The Violence Against Women Act
01:37is my proudest legislative accomplishment and I'm so grateful for the heroes I've met along the way
01:43here at the White House and across the country. Women and men who run shelters and rape crisis
01:50centers, fighters and allies who stand up to industry titans to expose the truth, and survivors
01:57who speak up for themselves and empower those suffering in silence. Since we passed the
02:03Violence Against Women Act, rates of domestic violence have dropped. Between 1993 and 2022,
02:11annual rates fell by almost 70 percent. Rapes and sexual assaults declined by 56 percent.
02:19It matters. When I first wrote the Violence Against Women Act in 1990, my goal was to change the laws
02:27and culture, to provide more protection and support for survivors, and to create more accountability
02:33for perpetrators. And that's what happened. I'm proud to announce new significant actions under
02:40the Violence Against Women Act that expand on existing protections and tackle the next frontier
02:46of gender-based violence and abuse. Because Kamala and I know the work never stops, Joe Biden stated.
