'Bratinella to the max': Makabayan solons castigate VP Sara for no-showing budget hearing

Makabayan solons ACT Teachers Party-list Rep. France Castro and Gabriela Party-list Rep. Arlene Brosas couldn't hide their displeasure on Tuesday, Sept. 10 after Vice President Sara Duterte no-showed the resumption of the budget hearing of the Office of the Vice President (OVP).

00:00Madam Chair, so it means that no one came from the Office of the Vice President
00:08to answer the questions of our colleagues, Madam Chair.

00:14Madam Chair, yesterday we were not asked in the Office of the President.
00:21And now, the Office of the Vice President is not here to ask questions, Madam Chair.
00:28So Madam Chair, I don't understand why the two highest positions in the land are like this
00:34in our budget hearings in the Congress.
00:37Madam Chair, this is an insult to the Filipino people and to the bodies here in the Congress
00:43that were raped by the citizens.
00:45We want to explain accountability and we want to clarify,
00:53because we still have a lot of questions related to this.
00:57She may not like our questions last hearing, Madam Chair.
01:02She may not like being questioned about the OVP expenses.
01:06She may not like sitting with us here in the House.
01:10But Madam Chair, she is accountable to the people and she has this sworn duty to the Constitution,
01:17being the head of the agency, to be here.
01:20To defend or to know her budget, Madam Chair.
01:26So that is all, Madam Chair, as a manifestation.

01:31So what this means is that even though we gave the Office of the Vice President a second round,
01:40a second time around to explain the budget,
01:44and we had a chance for her to be questioned,
01:48because this is really our mandate here in the Congress, to defend the budget.
01:53So what this means is that she is boycotting us.
01:57She is boycotting us, Madam Chair, because I still do not remember an agency,
02:03a government or executive branch that boycotted the Congress here in the budget hearing and deliberation.
02:12So what this means, Madam Chair, is a betrayal of her oath of office.
02:20Yesterday, I saw her video where she was praising the power of the purse of the Congress.
02:28She knows that we are the ones allocating or budgeting or approving the budget of all agencies.
02:36So because she is boycotting us, she will not only defend,
02:41because Madam Chair, the budget for socioeconomic program delivery,
02:46socioeconomic projects and stakeholder,
02:49does this mean that she is abandoning the plans of her constituents that she will be giving these programs?
02:58So Madam Chair, the problem here is really a bratinella to the max.
03:07She does not want to be questioned.
03:10She avoids questions.
03:12And if we want to ask, she does not attend.
03:21So Madam Chair, maybe later on,
03:27later on, Madam Chair, will be my recommendation in the OVP budget.
03:37So I apologize to the people.
03:39We were boycotted by the Vice President.
