Why Privatization process slow in Pakistan??? | Miftah Ismail's Reveals
Transcript
00:00Mr. Mufti, at this time, the government's focus is on Pakistan's macroeconomics.
00:07The public complains that we have no concern.
00:11There is no focus on our issues.
00:13You are moving towards shutting down institutions,
00:15whether it is utility stores or other institutions.
00:19The trickle-down effect of that is that many people will become unemployed.
00:23And the sign of unemployment that we have already experienced,
00:26will increase further.
00:28The macroeconomic strategy is not coinciding with the microeconomic strategy.
00:33Do you agree or disagree?
00:37Look, when you shut down an institution,
00:43for example, if you take the Utility Stores Corporation,
00:46even if the government doesn't shut it down,
00:48they will still sell it.
00:50And the people who buy goods from these stores,
00:53they will buy from somewhere.
00:55There is a need for so many stores in Pakistan,
00:57so you can easily sell off Utility Stores Corporation.
01:00Now, you can also say that the people who are on permanent employment
01:03in Utility Stores Corporation,
01:05either the government can absorb them,
01:07or the newcomer can absorb them.
01:09So their jobs can be saved.
01:11But you should try to see where the public interest is being served.
01:15The public interest is being served that if you privatize it,
01:18if you want to give cheap food to these people,
01:21you have the data,
01:23if you give cheap food to the poor,
01:25you can buy it from some other store,
01:27according to the bill, you can make it cheaper.
01:30Or you can directly transfer cash through BISP.
01:34But you shouldn't do too much distortion.
01:37I think that the government should act quickly,
01:40especially the power institutions,
01:42so that the prices of electricity can be reduced.
01:44So I don't think there is a twist in this.
01:46The macro way is fine,
01:48and the macro way is also fine,
01:50that the governments,
01:52the companies that are causing harm to billions of people,
01:54they should be dismissed.
01:56But there is a slowdown in dismissal, Mr. Mufti.
01:58Earlier it was happening very quickly,
02:00especially in the caretaker set-up,
02:02we were moving towards privatization very quickly.
02:04Why the slowdown suddenly?
02:06I don't think that the long-term economic interest
02:08is the aim of the government.
02:12I think we should look at the short-term political gain.
02:15That's why you saw that we didn't reform the budget.
02:17We didn't even form a commission for the National Finance Commission.
02:21We increased the government's expenses by 24%.
02:25We increased the expenses of what we call development.
02:30We think that by buying 124 branches,
02:34there will be progress in Sindh,
02:36to buy a brand new branch of the Assistant Commissioner.
02:39We think that if the glass train dies in Pindi,
02:42there will be progress in Punjab.
02:44We think that if 25,000 internet trolls come,
02:47the AKP government will prosper,
02:49so there will be progress in the AKP.
02:51There is no progress like this.
02:52Right.
02:53Sir, let's go to the political side as well.
02:55Mr. Mufti, the reform of the NAB law has once again taken off.
02:59All politicians are benefiting across the board,
03:02whether it is PMLN, People's Party, or PTI.
03:06In your opinion, is it right?
03:08In my opinion, NAB should never happen.
03:11And the politicians have not benefited from it.
03:13Only the country was harmed by NAB.
03:15NAB was created by Mr. Parvez Musharraf.
03:17Its purpose was to change political loyalties from day one.
03:20And it has been used to change political loyalties to date.
03:23When Shahid Abbasi and I were put in jail,
03:26this is a confirmed fact.
03:29At that time, Imran Khan was told by his ministers,
03:32including the Attorney General and Fawad Chaudhry,
03:36that there was no case on Mifta Ismail, Ahsan Iqbal, and Shahid Abbasi.
03:40Mr. Imran Khan said that this would affect his political career.
03:44If he was released, he would lose his reputation.
03:47So, when you were intentionally putting people in jail
03:51and making false cases,
03:53it does not mean that false cases should be made against them today.
03:56It does not mean that any of their workers should be wronged today.
04:00If this is the case, then it should be stopped.
04:02And it is the case.
04:03Some of the workers have been wronged.
04:06And Imran Khan, who himself went against this NAB amendment,
04:11I read in the newspaper today that the benefit of that amendment came.
04:14He is asking for relief.
04:15In the case of £190 million.
04:16But I am assuring you that if you want to end corruption,
04:19then only look at income tax and expenses.
04:22Ask Imran Khan, or ask Mifta Ismail,
04:26or ask Shahid Abbasi,
04:28that show the electricity bill of your house,
04:31show the gas bill of your house,
04:33show your travelling,
04:35and tell how much income tax you pay,
04:37and how much income you pay.
04:38You will get to know from this,
04:40that the person is stealing,
04:41or he has shown his income.
04:43This is how you will get to know about Mifta Ismail.
04:45This is how you will get to know about Shahid Abbasi.
04:47This is how you will get to know about other people.
04:49So, if you are paying a tax of Rs. 1 lakh,
04:52and you are living in a house of 300 canals,
04:54or you are living in a house of acres,
04:56then where is the money coming from?
04:57This is all legal.
04:58You do not need a NAB for this.
05:00We do not even need an NTN number.
05:03Sir, we have a lot of CNIC numbers,
05:05with which a lot of things can be integrated.
05:07So many things can be done?
05:08Actually, obviously it can be done.
05:10It will take about a year or so to do it.
05:12When we were in the government,
05:13in 2017 and 2018,
05:14Shahid Abbasi was making it big,
05:16but he said that he will make the number consistent with NTN.
05:19But the truth is,
05:20if you give me two years,
05:21as Finance and Revenue Minister,
05:23then you can finish everything one by one,
05:26and within two years,
05:27you can easily do the NTN number.
05:31You can do it now,
05:34but there should be a mechanism behind it,
05:37so that your CNIC number becomes NTN,
05:41and there is a database behind it.
