00:00And to give us the latest on government's preparation for the possible impact of Anting,
00:05we have with us tonight via phone patch, Office of Civil Defense or OCD Spokesperson, Director
00:10Edgar Posadas.
00:11Good evening, Director Posadas.
00:12Good evening, ma'am, and good evening, po, sa lahat ng nangunood sa kikinig sa inyo.
00:18Thank you for having us, ma'am.
00:19Thank you for joining us tonight.
00:21What preparations, Director, have the NDRMC made in anticipation of the possible effects
00:26of Tropical Storm Anting?
00:29Well, we have been meeting, ma'am, for several days now, and we have been coordinating through
00:36our regional offices and affected LGUs, po, because that's a mainstay of our efforts,
00:45because even before the typhoon hit, we were able to already coordinate, and especially
00:54on the prepositioning of goods prior to the landfall and prior to the effects of Tropical
01:04Storm Anting, while he was still an LPA during that time, ma'am.
01:10Okay.
01:11We can see widespread devastation in many areas of the country, but what regions, Director
01:16Posadas, have been badly affected by this latest weather disturbance, and what has been
01:22done to address their needs?
01:24Well, based on our data, ma'am, but these are still for confirmation, the most, as of
01:34now, we have the most number of affected families in Region 8, and then followed by Region 5,
01:42and then Calabarzon and NCR.
01:43Of course, these are still tentative numbers, ma'am, but since yesterday, we were monitoring
01:52the likes of Cebu when they had flooding there, and they had, as reported earlier,
01:57they incurred two casualties, which are already confirmed and then validated, and then, of
02:03course, the eastern Visayas, particularly northern Samar, which was really very badly
02:09hit with several landslides, you know, impossible roads, and flooding as well.
02:19And then there was Bicol Region, especially last night when they were battered by Tropical
02:25Storm Enteng.
02:26And then, of course, today, Calabarzon and Metro Manila and, of course, Central Luzon
02:35when the typhoon made landfall over Caciguran at 2 p.m. this afternoon, and we continue
02:42to track Enteng as he moves towards northern Luzon.
02:49Of course, we are still monitoring its effects on the three other regions, namely the Ilocos
02:56Region, Cordillera, and Region 2 before he finally exits the Philippine area for responsibilities
03:04sometime either Wednesday or Thursday, ma'am.
03:07Okay.
03:08Director Posadas, you mentioned these numbers are still changeable, no?
03:11But as of today, would you have an estimate of how many families are temporarily staying
03:16in evacuation centers?
03:18And, of course, many always wish that these storms are not as strong as they're forecasted
03:23to be.
03:24So there are also some passengers stranded in ports.
03:26Do we also have figures in those areas?
03:29Yes.
03:30Let me just, for purposes of something that we can really leverage on, we have earlier
03:38this morning, we conducted the response cluster meeting since your Andrew Mosey is on red
03:44alert, and therefore, we also activated our response cluster 11 out of the 15, and Yusek
03:52Kahipe of DSWP, you know, chaired the said meeting.
03:58For Regions 5, 7, and 8, ma'am, as of this morning, DSWP has recorded 6,052 families
04:07or 24,043 individuals in those five regions that I mentioned earlier.
04:13These are in Bicol Region, Region 7, and Region 8.
04:17And you just have to bear with us for a little bit more because people are still responding,
04:24and when things normalize, we expect better data coming in, and therefore, it would be
04:35more reflective of the actual damage or effects of Tropical Storm Enteng, ma'am.
04:43Okay.
04:44This is a question that we always don't like asking, but of course, it is important to
04:48keep that tally to also inform family members.
04:51Do we have an update on casualties due to Enteng?
04:54Yes.
04:55Again, these are still, of course, I mentioned earlier, the two from Cebu, I just talked
05:02with RD Retain of Region 7, and the two female fatalities due to the caving in of a wall,
05:15or actually there are two walls, on their homes caused their deaths.
05:21These are two female fatalities, one 17-year-old and one 26-year-old from Cebu.
05:31And of course, you mentioned, your reporter mentioned earlier that we have 10 injuries.
05:37We have reports also of three casualties which are still for validation in the Bicol Region
05:45and eight from Calabarzon.
05:47And we might have more when we receive other reports from other regions, ma'am.
05:53Okay, Director Posadas, in light of Enteng being the fifth typhoon, and very strong one
05:58I might add, to enter the Philippine area of responsibility, what is now the current
06:03status of our efforts to be more disaster resilient?
06:08Well, I think these are all litmus tests.
06:14I mean, every time that, of course, there are no typhoons, as I said, there are no typhoons
06:21that are exactly the same.
06:22But I think these are actually tests on how we prepare.
06:29And the other question is, have we prepared enough?
06:31So I think, with all due respect, with our coordination, especially with the LGUs, the
06:38local chief executives, are really doing their best to address the concerns, being the frontliners.
06:45I think we are getting there.
06:48But then again, as I've said, we should not rest on our laurels.
06:53I think we should continue to enhance and do better.
06:57Because there's always something new to learn and challenges and gaps to be filled.
07:06And so we never stop making better our systems and how we do it efficiently and effectively,
07:15ma'am.
