00:00The driver did not give his driver's license, he even introduced himself as a mayor in Bulacan.
00:29Witness, this is Darlene Cai.
00:33Sir, can I ask you a favor? Can I ask you a favor?
00:36He was forced to stop, but that pickup truck still went straight to Abadianga School.
00:40It will be 5 o'clock in the afternoon this Thursday, near the Eds Ortigas Flyover.
00:44The driver, three times, was almost hit by the enforcer.
00:47Mark Joseph Cesar, who is known as a pickup truck, was stopped by the enforcer several times,
00:51but the driver still tried to escape.
00:53Sir, we have a problem, sir. We have a problem, sir.
00:57The pickup truck was hit after it crossed the busway in the northbound of Eds Ortigas.
01:02The video was captured, but the driver of the pickup truck stopped to help the enforcer
01:08of the Special Action and Intelligence Committee for Transportation.
01:11The enforcer asked for the driver's license several times, but he mentioned the name of the officer.
01:16You entered the busway, sir.
01:18Okay, no problem. We are DOTR. Secretary Bautista is our boss.
01:24He also introduced himself as a mayor.
01:26He introduced himself as Secretary Bautista, but he introduced himself as Mayor Perez.
01:28Mayor Perez. Mayor Perez of?
01:31Bulacan.
01:32Bulacan. Mayor Perez of Bulacan.
01:34The enforcer insisted that he needs the driver's license,
01:37but instead of giving the driver's license or any document,
01:40he continued to insist that they give him a ticket.
01:44Even in front of the vehicle of the enforcer, he still insisted to move forward.
01:49Therefore, the enforcer couldn't do anything to prevent them from leaving.
01:52The incident was reported to the Land Transportation Office
01:55and the plate number of the so-called pickup according to the DOTR-SAIC.
01:58Supposedly, this morning, the reports will be sent to the LTO to issue a chokehold order.
02:06So we expect that maybe this afternoon or tomorrow,
02:12the plate and the report will be sent to be issued a chokehold order.
02:19The authorities are still looking for the driver who introduced himself as Mayor Perez of Bulacan,
02:24but there is no mayor who is now named Perez in the province.
02:29It is possible that the driver is facing a complaint of unauthorized use of the busway,
02:33as well as a complaint of violation to the enforcer.
02:36Now that Vermont is about to enter the city,
02:38the authorities will make the enforcement of the busway more strict.
02:42That's why the SAIC is studying the deployment of additional enforcers here.
02:46For GMA Integrated News, Darlene Cai is your witness.
02:51We asked for the authority of the Blue Notice from the International Criminal Police Organization or INTERPOL
02:56against Dismissed Mama Mayor Alice Guo.
02:59According to Justice Undersecretary Jessie Andres,
03:02the Blue Notice is designed to collect additional information
03:05on the location and activity of an individual for the criminal investigation.
03:14Guo and 30 others are also facing a complaint of money laundering.
03:19Salima Refran is our witness.
03:24The Anti-Money Laundering Council, Presidential Anti-Organized Crime Commission,
03:29and National Bureau of Investigation submitted documents to the Department of Justice.
03:33These are evidence of 87 counts of money laundering
03:37against Dismissed Mama Mayor Alice Guo and 35 others
03:42that were traced by agencies.
03:447 billion pesos were stolen from the scam operations of POGO,
03:49Lucky South 99 in Porac, Pampanga,
03:52that were traced to Guo's companies
03:55and used to build the Baofu Compound and Hongsheng Gaming,
03:59which became Zunyuan Technology,
04:01the POGOs raided that were connected to criminal activities.
04:06Based on our findings, she is the principal in the money laundering,
04:10the money laundering committee in this case.
04:12Alice Guo is the one who financed the expenses of the POGOs that were raided.
04:19That's where the money laundering came from.
04:22There's nothing else that can be the source of the money,
04:27other than the scamming operations.
04:29Where did the money from Baofu come from?
04:31Partly from Lucky South 99,
04:33partly from Alice Guo's accounts that could not be explained where it came from.
04:38In a 105-page complaint,
04:40Guo said that she had an ulterior motive
04:42and that her accomplices raided the layers of the corporation
04:46to make it look like a small business.
04:50Based on the AMLC's investigation,
04:52the corporations of the Guo family are involved in money laundering.
04:57Alice Guo will not be able to do this alone.
05:00The freeze order to Guo's bank accounts,
05:04her family, and other individuals was extended for six months.
05:07In the monitoring of authorities abroad,
05:10Alice Guo is still in Jakarta, Indonesia.
05:13There are sightings.
05:14I saw pictures from the CCTV
05:18that she was seen in a place in Jakarta.
05:25We are still trying to get Alice Guo's money.
05:29This is an additional complaint to the lawsuits that Guo is facing here in the Department of Justice.
05:34She is also facing a complaint of Qualified Human Trafficking and Tax Evasion.
05:39Aside from Dismissed Mayor Guo,
05:40along with the Money Laundering Complaint,
05:42the siblings of Sheila and Simen,
05:44their parents,
05:46foreign business partners of Guo,
05:48incorporators,
05:49officers and management of Bawfulan,
05:51and of Pugo,
05:52as well as Guo's business,
05:54QJJ Farms and QC Genetics.
05:58Cassandra Lee Ong,
06:00who was laughed at by LuckySouth99,
06:02who is still detained by the camera
06:05because of a contempt order against her.
06:07We can see that there are cases that can be filed
06:13or recommended as criminal charges against,
06:17not just Cassandra,
06:18several personalities.
06:21But again,
06:23we still have to complete the investigation
06:26in order that we can substantiate
06:30the findings that we can see.
06:34Ong first said that she has nothing to do with Pugo
06:38or the business of Guo.
06:40For GMA Integrated News,
06:42I'm Lima Refra,
06:43your Saksi.
06:46Calls, emails and other messages outside their work hours
06:50may not be answered by employees in Australia
06:53because of their right to disconnect law.
06:55And you will be punished like the laws here in the Philippines.
07:00Saksi, this is Jamie Santos.
07:06Anna Rose is lucky if she can't receive a work-related inquiry
07:11even if her work hours are over.
07:13She can't avoid being chased and asked questions
07:16related to her job.
07:18It's good if after work,
07:20employees like her are disconnected from their jobs.
07:24Of course, it's time to rest.
07:26The mind should also rest.
07:28Once in Australia,
07:30the right to disconnect law was implemented
07:33for employees.
07:35Calls, emails and other messages
07:37outside their work hours
07:39may not be answered by employees in Australia.
07:42Here in the Philippines,
07:44there are also laws like this.
07:47On camera,
07:48there is House Bill 9735
07:51which is intended to amend Presidential Decree No. 442
07:54or the Labor Code
07:56to give workers the right
07:58not to answer work-related concerns
08:01if their work hours are over.
08:03In the Senate,
08:05there is Workers' Rest Law or Senate Bill 2475.
08:09Under this,
08:10the employer, manager, supervisor
08:13or any official of the company
08:15has the right to work
08:17during their day-off or rest hours.
08:20Aside from emergencies,
08:22workers are allowed overtime pay.
08:25But according to the Employers' Confederation of the Philippines,
08:28this law does not apply in our country.
08:46According to employee Renz,
08:48in the police station of their company
08:50with no calls and emails after work,
08:52he enjoys the work-life balance
08:55even though there is no law ordering it.
08:58It's much better
08:59because it's a work-life balance.
09:02So, of course,
09:03it's your time with your family
09:05when you're at home.
09:06Then,
09:07you can focus more on work
09:09when you're at your workplace.
09:11Then, you'll focus on your emails,
09:13calls,
09:14and whatever.
09:15For GMA Integrated News,
09:17I'm Jamie Santos,
09:18your witness.
09:20The Department of Health clarified
09:22that MPOCS is not airborne
09:24but through skin-to-skin contact.
09:27There and other reminders about MPOCS
09:30in the testimony of Bernadette Reyes.
09:36We asked some of our colleagues,
09:39what do you know about MPOCS?
09:43It's like a pool of water.
09:45I know what it's like.
09:46MPOCS is for pimples,
09:48pimples,
09:49and skin diseases.
09:51The wind is what makes people sick.
09:55But when the Department of Health clarified,
09:57it's not airborne.
10:00It's through skin-to-skin contact.
10:03To be infected,
10:04you need to have a blister.
10:07In the updated statement
10:09issued by the Department of Health,
10:11they remind us to avoid MPOCS.
10:13Avoid close and intimate skin-to-skin contact
10:16such as kissing,
10:18hugging,
10:19and hugging
10:21suspected or confirmed cases of MPOCS.
10:25If you can't avoid contact,
10:27you should wear personal protective equipment or PPE.
10:31Always wash your hands
10:33or drink alcohol.
10:34Personal hygiene is very important
10:36because the virus dies
10:38from soap and washing.
10:40Disinfect or clean items
10:42that may be contaminated by the virus.
10:44If going to public places,
10:46wear long sleeves or jackets
10:48for additional protection.
10:50Avoid touching animals
10:52that may have the virus,
10:53such as mongoose.
10:55Health care providers are also ordering
10:57the DOH to inform
10:59about possible cases of MPOCS
11:0224 hours after it's detected.
11:05Self-monitoring or monitoring
11:07of close contacts
11:09within 21 days.
11:11Passengers entering and leaving the country
11:14are also required to declare
11:16if they have brushes,
11:18pimples,
11:19or blisters
11:20within the past 30 days
11:21before the trip.
11:22This is also included
11:23in the questions asked in Travel 4.
11:25If you have pimples or pimples,
11:27you should approach the Bureau of Quarantine
11:30respectfully
11:31and ask for a secondary screening
11:34to examine
11:35if you may be a suspect of an MPOCS case.
11:38Since 2022,
11:4014 MPOCS cases have been detected in the country.
11:445 of them were active cases.
11:46All cases were infected
11:48by the clade 2b strain of the virus
11:50and not the more common clade 1b.
11:53The spread of clade 1b in Africa
11:56is one of the reasons
11:57why the World Health Organization
11:59declared a global public health emergency.
12:02MPOCS is evolving rapidly.
12:06The fact that clade 2b evolved
12:10over a period of five years
12:12to a new strain
12:13and now we are having clade 1
12:15evolving rapidly to a new strain.
12:18We are not too sure
12:19what new strain will emerge in the future
12:21and the implication of such new strains.
12:24For GMA Integrated News,
12:26Bernadette Reyes is your eyewitness.
