00:00The NEDA has approved the fund to strengthen the two bridges in Metro Manila.
00:04This is still part of the government's preparations for the big one.
00:08Kenneth Paciente is in the details.
00:14In the face of the threat of a possible strong earthquake,
00:18the NEDA board has approved, led by President Ferdinand R. Marcos Jr.,
00:22the addition of the fund for the Metro Manila Priority Bridges Seismic Improvement Project.
00:28From P7.93 billion pesos, it has increased to P10.34 billion pesos.
00:34According to NEDA Secretary Arsenio Balisacan,
00:36aside from the program to strengthen the two bridges in Metro Manila,
00:40the Guadalupe Bridge and Lampingan Bridge,
00:43which are important to be built so that even if the big one happens,
00:47it can be assured that they will be strong
00:49when the circulation of services through the so-called bridges is not interrupted.
00:55Of course, if the bridge is destroyed,
00:59that will not only inconvenience people,
01:03but it will reduce productivity because of the lack of travel,
01:08the runabout ways of moving from one place to another.
01:13It has a big impact on the productivity of our population,
01:18especially those living in Metro Manila.
01:23According to NEDA, the government's focus on infrastructure flagship projects
01:28includes improvements to the roads and railway projects.
01:32In fact, the secret that until this June,
01:3622% of the Metro Manila Subway Projects have been completed,
01:40while 30% of the North-South Commuter Railway Projects are physical accomplishments.
01:46Many projects are moving as expected,
01:52but there are also projects that are moving at a slower pace than we expected or planned
02:00because they encountered implementation issues.
02:05The most common implementation issues are right-of-way problems.
02:13Now, DPWH is working with the help of the USG and now the LEDAC.
02:21The Civil Service Modernization Project worth P3.8 billion was also approved at the NEDA board meeting
02:29and will be implemented from next year until 2029.
02:33Under this, the target is to speed up the human resource management processes of the CSC
02:39so that it can quickly provide services to the public.
02:42Many of us have experienced building up vacancies.
02:49You have to wait for months before the Civil Service can ascertain if it is vacant or not.
02:57So it's very inefficient.
02:58In the meantime, you can't fill up the position.
03:01We can't provide the right services to the public.
03:04We don't have enough people.
03:05The productivity of our workers is not optimal.
03:11It can't be maximized because of the lack of personnel.
03:17The NEDA board will also work with the agricultural and education departments
03:24so that agriculture and food security can be implemented
03:28as well as to improve the quality of education for the country's economy.
