00:00As Russian forces advance deeper into eastern Ukraine and Ukrainian troops continue their
00:06incursion of Kursk, a fresh appeal from Kiev.
00:10It's calling on the EU to use its sway over the United States and Britain to lift restrictions
00:15on Ukraine's use of long-range weaponry inside Russia.
00:20The outstanding issue on our agenda is the permission for Ukraine to strike legitimate,
00:29I emphasize legitimate, military targets in the depths of Russia.
00:34And here we are mainly talking about airfields, which are used by Russia to launch their bombers,
00:40strategic bombers and tactical bombers, to attack Ukrainian forces and to attack Ukrainian
00:45citizen infrastructure.
00:47The Ukrainian foreign minister's appeal was echoed by Europe's top diplomat.
00:52Joseph Burrell insists that if restrictions are in place, the donated weapons themselves
00:58are pointless.
00:59The weaponry that we are providing to Ukraine has to have full use and the restrictions
01:06have to be lifted in order for the Ukrainians to be able to target the places where Russia
01:14is bombing them.
01:16Otherwise, the weaponry is useless.
01:21Ukraine says it needs restrictions on the use of long-range weapons lifted to keep up
01:25the momentum after its surprise incursion into Kursk.
01:29And while officials in Brussels want the limits taken off the table, member states including
01:34Italy and Hungary share similar reservations as the US and Britain that the lifting of
01:39all restrictions will only escalate the conflict with Moscow even further.
