00:24The MMDA Enforcer is the man who's trying to stop him from escaping from the car.

00:29Even his brother-in-law, who was in charge of the traffic, got hit as well.

00:33In another video, you can hear that the car was hit by a car.

00:36That's why the authorities are trying to stop it.
