01:34started to come down, employment is higher, we no longer need as many
01:39temporary foreign workers. We need Canadian businesses to invest in
01:44training and technology and not increasing their reliance on low-cost
01:50foreign labor. It's not fair to Canadians struggling to find a good job and it's
01:55not fair to those temporary foreign workers, some of whom are being
01:59mistreated and exploited. So I asked my minister to work on this over the summer
02:04and we are taking action. We are tightening the rules and restricting
02:09eligibility to reduce the number of low-wage temporary foreign workers in
02:14Canada, with exceptions in certain industries like health care, construction
02:19and food security.
