00:00Now that the troops in Escoda Shoal were not able to resupply due to China's blockade,
00:06the supply of food to BRP Teresa Magbanua is now critical according to the Philippine Coast Guard.
00:11But thanks to the PCG, they did not leave Escoda Shoal to make sure that it was not occupied by China.
00:17Joseph Morong is a witness.
00:19The China Coast Guard Vessel 21551, which was one of the ships that was to be docked at BRP Datu Sanday this week,
00:34and was docked at BRP Bagacay on August 19,
00:38was also spotted by the GME Integrated News that was heading to the resupply mission
00:42towards BRP Teresa Magbanua in Escoda Shoal yesterday.
00:46The China Coast Guard Vessel 3104, which was also there to assist BRP Datu Sanday last week, was also spotted.
00:53Food and other important supplies were brought by BRP Cape Engaño and BRP Cabra of PCG.
01:00There was also ice cream as a treat for the troops in Teresa Magbanua.
01:04But according to PCG, 40 ships of China, including their warships and CCGs,
01:09went around BRP Cabra and Cape Engaño.
01:12Last week, we also spotted the CCG and Maritime Militia Vessels
01:17and BRP Teresa Magbanua when we joined the Maritime Domain Awareness Patrol of PCG and PFAR.
01:23According to PCG, the food supply to the ships was already critical.
01:27The last supplies were brought on the first half of August.
01:31Until this morning, the ships of China were still in the area.
01:36The Philippine Coast Guard assured that the Philippines will not remove its presence in Escoda or Sabina Shoal
01:43in front of the area of what China can do in the area.
01:47That is the commitment of the Commandant to the President.
01:51Commodore J. Tariella of the National Task Force on the West Philippine Sea
01:56mentioned that this was the standoff of 2012 in Bajo Dimasindo, Coscaba, or Shoal between the Philippines and China.
02:02In the past, the two countries agreed to retreat, but only the Philippines followed.
02:07Now, China has effective control of Bajo Dimasindo, and the Philippine fishermen are not allowed to enter.
02:14The 2012 standoff has taught us one thing, that the moment we left Bajo Dimasindo, we were not able to return.
02:23The Philippine Coast Guard will not be leaving Escoda Shoal until such time
02:28that we are certain that the Chinese government is not going to permanently occupy Escoda Shoal.
02:35Compared to Bajo Dimasindo, Escoda Shoal is 75 nautical miles or 140 kilometers away from Palawan.
02:43It is also passed by ships, the Philippine Navy, and the Philippine Coast Guard
02:47when there is a resupply mission to Union Shoal, where the BRP Sierra Madre is located.
02:52If ever Escoda Shoal is lost, that would be very easy for China.
02:57And then, let's say, they occupy it, that would be very easy for China to prevent whatever resupply operation
03:04that we intend to carry out in Union Shoal, because they can basically block it on both sides.
03:15After the subsequent incidents of harassment by China,
03:18according to the Defense Department, it is time to widen the mutual defense treaty between the Philippines and America.
03:25India is not backing down on the condition that there should be an armed attack against the public vessels of the Philippines
03:31before America helps.
03:33The public gets fixated on that.
03:35So, I think we should broaden the scope of the MDT to face a dynamic and cunning adversary.
03:46Armed attack is defined diplomatically, not legally, by either equal sovereign partner within the alliance.
03:58And Article 3 of the treaty calls for consultation.
04:09The whole point of rules on the water is so that we don't run into each other.
04:13And so, this is a clear act of bullying by one individual that wants to exert its influences over another nation.
04:21For GMA Integrated News, Joseph Morong is your witness.
