01:03I can walk down a street and I can go, he assaults people, he deals drugs, he's a burglar,
01:09he's a car thief.
01:13Sometimes you think, when I drive to work, am I going across a line where just different
01:18rules apply?

01:27In the first six months of 2016, UK police seized 72,000 uninsured vehicles
01:34and it's estimated that there are a million being driven around on UK roads.
01:39From those just happy to flout the law to those using uninsured vehicles to commit crime undetected,
01:46the traffic cops in Yorkshire have their work cut out trying to track them down.
01:51The mind boggles, really, how many people do it and how many people just aren't bothered.
01:55And that's just the people we catch.
01:57If every one we catch, there's probably another two that we don't.
02:00So I think it's perhaps only the tip of the iceberg, really.
02:03It's one of my little bugbears in life.
02:05I don't want to be crashed into by an uninsured vehicle.
02:07So you want to try and avoid it happening full stop.
02:09And the best way to do it is to enforce it.
02:13It's midnight, and the police are on their way.
02:16It's midnight in Leeds city centre.
02:18Traffic cops Chris Spencer and Mike Rowe are two hours into their night shift
02:22when Mike spots a suspicious looking grey Vauxhall Astra.
02:26The Astra's not insured, apparently.
02:28Oh, I agree.
02:29If that's the right bench.
02:31It's just been sat at the traffic lights.
02:33Mike had done a check on our computer.
02:35It showed that the car wasn't insured.
02:37So I turned round, the car's already set off, so I've just tried to catch up with it.
02:40Just have a little word and see what's going on.
02:42Chris flashes his light,
02:44and the car pulls over.
02:48Mike gets out to talk to the occupants.
02:51But as he approaches the passenger side of the vehicle,
02:57the car leaves Chris no choice but to give chase.

04:35but doing that on a road where you've got people
04:37that aren't going about their everyday life,
04:39you really have to weigh up that risk sometimes.

04:49With their colleagues continuing the chase up ahead,
04:51Chris decides to try and second-guess the Astra.

05:11where it could easily give the police the slip.

10:42being used by people who are
10:44dealing in drugs or in that sort of
10:46drug activity.

10:54only, meaning they can't identify
10:56who should be driving it.

11:39right on the opposite side without slowing down.

11:45And then as we've gone up that street
11:47it's really tightly packed with cars on either side.
11:49There's no room for error.
11:53This time, to the traffic cop's

18:41reputation that Bradford has,

18:53to take dangerous drivers

23:31leaving tragedy behind them.
23:33I just don't understand why people do that.
23:35They're driven into somebody.
23:37They don't know what condition that other person's in.
23:39They don't know if they're dead
23:41or they've got serious injuries.
23:43They've just got out of care in the world and run off.
23:45Until they arrive on scene,
23:47the traffic cops won't know how serious
23:49the driver's injuries are.
23:51When I get to an accident, my first part of the call
23:53is to go and see who's injured,
23:55see where we're at with it,
23:57make sure paramedics are dealing with it.
23:59Once that's in place, I can seal the road off,
24:01gather witness details and put together what's happened.
24:03When they arrive,
24:05they find the driver of the Mercedes
24:07trapped in the driving seat.
24:09They try to get him out of the car
24:11without having to bend his body and neck.
24:13Normally they could cut the roof off
24:15but they seem to be able to manage doing it
24:17just by taking the door off.
24:19With paramedics and firemen attending to the casualty,
24:21Craig and Warren set about
24:23finding out exactly what's happened.

25:23But tracking down the occupants of this one
25:25is going to be a challenge.
25:29Luckily, some witnesses did spot
25:31the driver and the passengers leaving the car.

25:36the Asian males have got out

26:03clearly shows the moment when
26:05the Audi collided with the Mercedes
26:07after jumping a red light.
26:11It also reveals two men
26:13getting out of the Audi
26:15and walking over to the Mercedes.
26:20After opening the driver's door
26:22and looking at the injured man,
26:24the men walk off.
26:27But with no way of identifying
26:29the males, the car will have to
26:31be recovered as evidence.
26:33So it will be a case of us
26:35leaving the scene once all vehicles have recovered,
26:37going away and doing further enquiries
26:39in relation to this.
26:41The car will now be forensically examined
26:43for fingerprints, clothing particles
26:45and DNA to help
26:47identify the suspects caught on camera.
26:50That will be getting lifted
26:52and put on the back of a wagon
26:54and it will be taken away for SOCO
26:56to have a look at and forensically examine it
26:58and see if we can trace it back to anybody.
27:00Perceived to be a very simple
27:02real traffic collision, it's now going to turn
27:04into a criminal investigation
27:06which will escalate into hopefully
27:08getting the driver
27:10and the owner of this motor vehicle
27:12prosecuted for various offences.

27:22who fled from the accident,
27:24on the other side of Bradford,

27:28with two lads over an abandoned car.
27:40The car is not registered to anyone
27:42and the men have previously said it's not theirs
27:44but they're still resisting it being
27:46taken away.

30:33to the consequences of their own actions

30:39a forensic expert is examining the Audi
30:41that crashed into a Mercedes
30:43leaving the driver with possible serious injuries
30:47My job is to identify
30:49individuals that are linked to this vehicle
30:51at the time of the offence
30:53The occupants of the Audi may have run off
30:55but they could have left some
30:57incriminating forensic evidence behind
30:59I need to give officers
31:01something that they can work with
31:03that means we can definitively link
31:05one or two or three
31:07individuals back to this vehicle
31:11If an airbag goes off at the moment of impact
31:13it can collect the driver's DNA
31:15but unfortunately
31:18the Audi's airbag didn't deploy
31:20during the crash
31:22so the police will have to rely on
31:24fingerprints found on the doors
31:26or objects in the car
31:28The marks that we've actually developed
31:30on the door itself and on the A post above it
31:32are single marks
31:34there's very little obscuring the mark
31:36they are, hopefully
31:38because of that, a lot easier
31:40for ID bureaus to have to work with
31:42and again progress the investigation
31:44with linking a specific individual
31:46The fingerprints will now be analysed
31:48to see if they match those of any known
31:50criminal. If they do
31:52it will be down to the investigating officers

31:58If they're known to the police
32:00which 9 times out of 10 they are
32:02I've not known one yet that hasn't to be fair

32:20from people who claim to be the owner

32:30we'll use that to prove the fact that they were in the vehicle
32:32and question them further about
32:34why they didn't stop
32:38In West Yorkshire
32:40dealing with bad drivers and bad smashes
32:42isn't the only focus for the traffic cops
32:44with more than 60 burglaries
32:46reported across the county every day
32:48catching burglars or the cars they use
32:50is a major priority

33:43been on the police radar for some time
33:45We've been after it for the last few nights
33:47and it's been
33:49seen in convoy
33:51with some
33:53stolen vehicles
33:55Got chased last night and it failed to stop
33:57So we need to get this car
33:59off the road
34:01Approaching Bradford
34:03a number of other units have joined the search
34:05but the Audi has disappeared
34:07We've got all our cars now
34:09sort of in the area
34:11so if it triggers another camera
34:13or it pops out in front of us
34:15we should be able to deal with it
34:17as long as we're all sort of
34:19near together
34:21but it's one of them cars that
34:23will, no matter what you do
34:25if there's one car behind it, it'll just fail to stop

34:39so we're just going to make our way to that area

41:39that they did have grounds to lock him away
41:42The unfortunate thing about him

41:46really made my night

41:56as wanted on a recall to prison
41:58It was just frustrating
42:00knowing that somebody was processing
42:02that and we had him
42:04You can't take it personally
42:06It's just bad luck on our part

43:26No charges have been brought
43:28against the driver in connection
43:30with the drugs found in the street
43:32The police have charged
43:34a man they suspect was driving
43:36the Audi S3
43:38with failing to provide details of his involvement
43:40in the crash
43:42The suspect is awaiting trial
43:44after pleading not guilty
43:46The Audi S3
43:48has been released back to its official owner
43:50The casualty
43:52did not sustain any life-changing injuries
43:56And the red Audi A3
43:58seized from Daniel Hall
44:01and returned to its owner
