00:05They marked the decriminalization of cannabis in Germany, much awaited by many.
00:10While adults can now possess and smoke marijuana in public,
00:14bureaucracy seems to be standing in the way of access to legal cannabis.
00:19According to the new law, individuals can grow up to three cannabis plants at home.
00:24And as of July 1st, people can apply to establish so-called cannabis social clubs,
00:29associations where members can grow plants together and share the harvest.
00:34The problem? Some clubs have been unable to apply for a license.
00:38In Berlin, not a single club has managed to hand in their application.
00:43Frustrated club founders have come together and started organizing to put more pressure on the authorities.
00:49The responsibility for the permit application is being shifted back and forth between city and district authorities.
00:55We feel like we are being lied to from start to finish.
00:58The Berlin city government told DW it is currently clarifying which office should oversee the permits.
01:04While this is being sorted out, the responsibility falls on the district authorities.
01:09This still doesn't provide much clarity to the hopeful managers of the cannabis clubs.
01:14And questions remain as to whether this new law really makes it possible for people to access cannabis legally.
01:21I've already signed up to be a club member and now we're waiting and waiting.
01:25But what's happening more and more in my circles is that people are getting their own plants.
01:30The way they did it here in Germany is a catastrophe.
01:33This wouldn't change anything the way it is right now.
01:38So people still use their old dealers, you know, because still we have no shops to buy it from somewhere.
01:45Despite some skepticism, cannabis club founders hope they can soon overcome the bureaucratic hurdles
01:51and finally start growing legal marijuana.
