00:00The possibility of a diplomatic protest or complaint in the United Nations is being studied.
00:06Following the flood in Escoda Shoal, where the PCG ships collided with each other,
00:11some Chinese sea vehicles surrounding BRP Teresa Magbanwa,
00:16which were anchored in Escoda Shoal, were also seen.
00:18Witness, Chino Gaston.
00:20Chino Gaston.
00:46They are so afraid with their own narrative
00:49that we are going to reinforce our presence in Escoda Shoal
00:54and deploy additional vessels here to accompany Teresa Magbanwa.
00:58The ship's supply is limited, so it needs to be supplied with water and food.
01:03But if the ships of China are already stranded, it will be difficult to resupply.
01:09Since May, BRP Teresa Magbanwa has repeatedly complained and asked China to leave Escoda Shoal.
01:16As far as our enforcement is concerned, all of this is in accordance with UNCLOS and of course the 2016 Arbitral Award.
01:28Well, that may be a challenge, but that is something that we are strategically considering.
01:34The ships of China in Escoda Shoal collided a few hours after the Chinese Coast Guard
01:42and Cape Engaño.
01:43It left a deep scar on our ships.
01:46In spite of these incidents, Escoda Shoal is not a new flashpoint according to the Philippine Navy.
01:52The National Maritime Council has ordered the PCG to find evidence for the possible implementation of another diplomatic protest.
02:02A number of steps are also being studied, such as the implementation of complaints to the United Nations.
02:07In this direction, the solicitor general has also become a member of the National Maritime Council.
02:12The council also wants to complain about the Chinese Coast Guard's violation of UNCLOS
02:18and the 1972 Convention on the International Regulations for Preventing Collisions at Sea.
02:23It is actually a code of conduct among seafarers.
02:27The principle behind it is to ensure safety among vessels at the high seas especially
02:36so that they will not collide.
02:39But what happened is they went through the extreme of putting a vessel at risk.
02:51So, it's ridiculous on their part.
02:54But the Philippines has no plan to face China's aggressive actions.
02:59If you are referring to more kinetic actions, that would not be to the best interest of our country
03:05and of China and even in the region.
03:07So, we are looking at this approach.
03:10We can never go wrong by using this diplomatic and peaceful approach.
03:15The violation of the Chinese Coast Guard against the Philippine ships happened just a month after the provisional arrangement
03:22for the reduction of raw remissions to the inshore.
03:25Therefore, it is being studied to expand it to other parts of the country's maritime domain.
03:31For GMA Integrated News, I am Chino Gaston, your witness.
03:37In the statement of the spokesperson of the Chinese Embassy in the Philippines,
03:40they said that the two ships of the Philippine Coast Guard entered the inshore without permission
03:45in Escudo Shoal called Shenbinjiao of China.
03:49And despite the warning of the China Coast Guard,
03:52the PCG vessels bombed the China Coast Guard vessels.
03:57Kapuso, let's be witnesses together.
