Transcript
00:00Update on the E-Gov PH Super App and E-Travel system, we will talk with the E-Government Undersecretary David Almirol of the Department of Information and Communications Technology or DICT.
00:13Good afternoon, Usec Almirol.
00:15Good afternoon, Asic Dale.
00:17Sir, first of all, how is the E-Gov Super App now?
00:21How much help is there for the faster process of services to our countrymen?
00:28Surprisingly, there are already a lot of downloads.
00:30In fact, when we launched in January, after 6 months of launch, we already have almost 6 million downloads.
00:40There are already a lot of features included, including our National ID, which is already in the E-Gov App.
00:46So, you don't need to have cards anymore.
00:50You just need a cellphone and your National ID is already there.
00:52And other features of our National Government Services.
00:55Sir, I will just go back to the National ID.
00:57Because there are people who are asking if they need to print or do they need to have a physical card?
01:04But let's just clarify, the National ID in the E-Gov App, can you present that?
01:10Correct. So, you don't need to print anymore.
01:12Because if you're carrying your cellphone, you just need to open your app and click, your National ID is already there.
01:16So, there's no difference.
01:19Why would you print if you're already holding your cellphone?
01:23Sir, what is the particular enhancement that you developed in the E-Gov App?
01:28And are there additional features in this app?
01:31There are a lot.
01:32For now, we have 75 National Government Agencies that are integrated,
01:36including our 820 Local Government Agency Systems.
01:41One of them is PILHELP.
01:43So, using the E-Gov App, you can see your benefits, contributions, consulta packages, and even your claims.
01:51Even the GSIS is already integrated.
01:54There's also job creation.
01:56You can build your resume for the job matching system.
01:59When you click on National Government Services, you can apply for your passport, driver's license, and the like.
02:06And other services, including e-travel.
02:10Instead of having to register again and again, inputting information,
02:14it's all shortcut because it's already powered by our National ID.
02:18Sir, you said that other agencies like GSIS, SSS, and PILHELP are already integrated.
02:24Does this mean that if a member is registered in the app,
02:29in the app of the agency, for example, GSIS,
02:32they can also access it through the E-Gov App?
02:36Correct.
02:37We have a platform called E-Government Data Exchange Platform or E-GovDX.
02:43The agencies manage their own data.
02:47DICT doesn't manage it.
02:50But because they are integrated in our exchange platform,
02:54they don't need to log in and register again.
02:58Or because of our SSO or Single Sign-On,
03:02when you're in the Super App, you can access other government services.
03:06You don't need to log in again and again.
03:08Sir, you mentioned NGAs.
03:11How is the participation of local government units?
03:15When do you expect that almost all LGUs in the country will be digitalized services?
03:20For now, half of the 1,600 LGUs are integrated in our E-Gov Super App.
03:26We have a project together with DILG and ARTA.
03:29Its name is E-LGU.
03:31This is the full automation of the business permit,
03:34including the working permit, building permit, clearances, and so on and so forth.
03:38This is also integrated in the E-Gov app.
03:41Sir Yusek, in other talks, we asked for an update on the e-travel system.
03:45How can this help to provide a good experience to passengers?
03:51In the past, you had to use seven systems.
03:54You have an arrival card, a manual, a departure card,
03:58a website to declare your illness,
04:01a customs form, a tourism form, a seaport form,
04:06a cruise form, an OFW form, and so on.
04:09We integrated all of these into a very simple e-travel system.
04:13Once you use e-travel, once you register,
04:17you just need to fill in your travel information,
04:21the latest version.
04:22You don't need to repeat the information.
04:25In fact, e-travel also somehow removed the queue at the airport.
04:30Because in the past, when you gave your passport and scanned it,
04:33the immigration officer manually scanned the information.
04:36But because of e-travel, all of that was automatically filled up.
04:40So this is what helped with the congestion at our airports.
04:44Yusek, can you share with us some of the key features of the enhanced e-travel system
04:50in seaports or cruises?
04:52So now, our e-travel is directly integrated into the immigration system.
04:57This means that when you scan, you don't need to show anything.
05:01Before, you needed to show a QR code, right?
05:04Not anymore.
05:05When you register for e-travel, 72 hours before you enter the airport,
05:10even if you're in another country, you don't need to do it.
05:13Once you're at the airport, even if you're at home,
05:15when you arrive at the airport, you don't need to show anything.
05:18In fact, we are one of the airports in the world that is completely paperless.
05:22At least, it's faster now.
05:25Sir, please send a message to our countrymen,
05:27especially to the OFWs and those who love to travel.
05:31If you want it to be seamless,
05:33and your trip is good,
05:36you don't need to fill out any forms,
05:38or you need to use different systems,
05:42just use e-travel.
05:43Of course, use the E-GOV app,
05:45because e-travel is already integrated there,
05:47so you don't need anymore to register again and again.
05:50Okay, thank you very much for your time,
05:52E-Government Undersecretary David Almirol
05:55of the Department of Information and Communications Technology.
05:58Thank you, Azeb.
