00:42Some of them are D.O.S.T., TESDA Pamamarisan, Dole-NCR, Depedals,
00:47Quezon City LGU, Malabon LGU, and Far Eastern University Community Extension Services.
00:53Some people were also given a penalty because they were shown unforgivable services.
00:58We already know that our budget is limited in our bureau.
01:02These stakeholders are the ones who fill our shortcomings,
01:07especially in terms of services, projects, livelihood training, skills, and education.
01:16Through this, the PDLs will be given a chance to start again.
01:21We have almost 25,000 PDLs in NCR.
01:2760 to 70 percent of them are drug-related.
01:31And then, almost 30 percent of them return to NCR for recidivist or repeat offenders.
01:38Why do they return?
01:40They don't have a chance. They don't have a job.
01:43If they are released, they don't have a job.
01:47And there is a possibility that the PDLs will return to what they used to do.
01:51But they will not be able to help them stand on their own feet.
01:55At the same time, they are also adjusting the congestion in the prisons.
01:59According to BJMP-NCR, the congestion rate of the prisons here in Metro Manila is around 500 percent.
02:05Local authorities are helping a lot here.
02:08The land in Metro Manila is very expensive.
02:10They can build new jail facilities.
02:13A quick process to release PDLs can also help decongestion.
02:18Whether they are released or sentenced guilty and transferred to the Bureau of Corrections.
